Prime Minister Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre in New Delhi today. The meeting focused on the theme “Inclusive Human Development for Viksit Bharat @2047. Chief Ministers of all 28 states, Lieutenant Governors, Union Ministers, and senior policymakers in a rare show of full participation and cooperative federalism.
This marked the first time every Chief Minister attended, ending recent trends of boycotts by opposition-ruled states and highlighting a strong “Team India” spirit.
Key Highlights of the Meeting
Emphasis on Cooperative Federalism: PM Modi stressed that Centre and States must work together like “Team India” to achieve national goals. He noted that when every state becomes developed (Viksit), India will be Viksit. States play a vital role in national progress through self-reliance (Atmanirbhar), adopting global best practices, and accelerating reforms.

Focus on Youth and Demographic Dividend: With nearly 70 crore Indians below 25, the PM called for converting this into a “development dividend” via quality education, industry-aligned skilling, capacity building, and job creation. Discussions covered foundational human capital, future-ready skills, productive employment, entrepreneurship, health & nutrition, and equity & dignity across all life stages.
Women-Led Development: Push to increase Lakhpati Didis from 3 crore to 6 crore and ensure safety and opportunities for women.
Sectoral Priorities:
Promote One District One Product (ODOP) for exports. Develop world-class tourism destinations and future-ready cities. Boost defence manufacturing, MSMEs, renewable energy, water conservation, and organic/natural farming. Leverage new trade agreements for youth and MSME opportunities; attract investments in AI, data centres, etc. Address challenges like drug abuse, cyber fraud, and El Nino impacts.
Monitoring and Roadmap: Emphasis on district-level monitoring (e.g., Aspirational Districts model, targeting 100 agriculture-focused districts), 100-day and 5-year goals, ease of doing business, and state Viksit Roadmaps (20 states already prepared).
Participation and Atmosphere: Leaders from BJP and opposition-ruled states (including new CMs like Tamil Nadu’s Joseph Vijay) attended cordially. Post-meeting, PM Modi held bilateral talks with several CMs. CMs congratulated the PM and reaffirmed commitment to Viksit Bharat amid global challenges.

Outcomes and Takeaways
The meeting reaffirmed unanimous state commitment to the Viksit Bharat @2047 vision through inclusive human development. It strengthened Centre-State collaboration on skills, jobs, health, equity, sustainable agriculture, and innovation. No major policy announcements were detailed immediately, but it laid the groundwork for a robust implementation framework using governance reforms, Digital Public Infrastructure, scheme convergence, and data-driven monitoring.
