Municipal Commissioner G.R. Markam Warns of Bill Deductions for Stopping Cleaning Work Without Prior Notice

With the monsoon increasing the risk of seasonal and infectious diseases, the Rajnandgaon Municipal Corporation has intensified sanitation and drainage operations across the city. Municipal Commissioner G.R. Markam has issued notices to women’s self-help groups responsible for ward-level sanitation work after cleaning services were reportedly stopped without prior notice, affecting sanitation arrangements.
Commissioner Monitoring Sanitation in Wards
The municipal health department is giving special attention to cleanliness and proper drainage during the rainy season. Mayor and Municipal Commissioner are also conducting field inspections of different wards and directing officials to take corrective measures wherever sanitation problems are identified.
The latest action was taken after sanitation work was discontinued in several wards under contracts assigned to women’s self-help groups.
Cleaning Work Stopped in Four Wards
According to the notice issued by Commissioner Markam, Bhagya Lakshmi Mahila Self-Help Group, Kaurinbhatha, had been assigned sanitation work in Ward Nos. 32 and 47.
However, the group reportedly stopped cleaning work in Ward No. 32 from August 1 and in Ward No. 47 from August 6, 2026, without providing prior information to the Municipal Corporation.
Similarly, Krishna Self-Help Group of Lakholi had been assigned sanitation responsibilities in Ward Nos. 23 and 51. The group reportedly stopped work in Ward No. 23 from August 14 and in Ward No. 51 from August 6, 2026.
‘Sanitation Is an Essential Service’
The Commissioner stated that sanitation work falls under the category of an essential service, particularly during the rainy season when the risk of communicable and seasonal diseases increases.
At a time when sanitation requires greater attention, disruption of cleaning services can adversely affect public health and the overall cleanliness of the wards.

The Municipal Corporation termed the decision by the two groups to stop work without prior notice as negligence and a violation of contractual conditions.
Bill Deduction Warned for Negligence
Through the notices, Commissioner Markam warned that stopping sanitation work without prior information and disrupting an essential public service would result in deduction from the bills payable for the current month.
The notice also stated that the concerned groups would bear full responsibility for the consequences arising from the disruption of sanitation services.
Focus on Cleanliness During Monsoon
The Municipal Corporation has been emphasising regular sanitation, proper drainage and preventive measures against seasonal diseases during the monsoon.
Officials have been instructed to maintain uninterrupted cleaning operations and respond promptly to sanitation-related issues so that residents do not face health risks due to waterlogging, accumulated waste or inadequate cleaning.
