Hemant Ostwal raises questions over status of road resurfacing works and alleged encroachment of PMAY houses in Lakholi through a letter to the Mayor

Former Rajnandgaon Municipal Councillor and former City Congress General Secretary Hemant Ostwal has written to Mayor Madhusudan Yadav, seeking clarification on the implementation of the ₹10-crore road resurfacing project and the issue of alleged unauthorised occupation of houses constructed under the Pradhan Mantri Awas Yojana (PMAY) in Lakholi.
In his letter, Ostwal stated that despite the BJP being in power, a sanction of ₹10 crore for the resurfacing of 41 roads in the municipal corporation area had been secured by former Chief Minister and current Assembly Speaker Dr. Raman Singh. He has asked the Mayor to publicly disclose which of the 41 roads have been completed and which projects are still pending.
Ostwal also alleged that several works in the Municipal Corporation are being carried out in violation of prescribed norms. According to him, the Mayor and Municipal Commissioner Atul Vishwakarma had convened a meeting with contractors and directed them to begin road construction work at the earliest. However, he claimed that despite more than 15 days having elapsed, work on several key roads in the city has yet to commence.

Referring to roads including Sadar Bazar, Ganj Line, Udayachal Road, Shani Mandir Road, Ramadheen Marg, Rani Sagar–Digvijay College Road, Kamla College Road, Kaurinbhatha Road, and Basantpur Road, Ostwal said their deteriorating condition could cause significant inconvenience to residents during the monsoon season. He called upon the Mayor to initiate action against contractors responsible for delays and publicly explain the reasons behind the slow progress of the works.
The former councillor also raised the issue of the alleged unauthorised occupation of 180 out of 304 houses constructed under the Pradhan Mantri Awas Yojana in Lakholi. He said that if the information published in newspapers is accurate, it raises serious questions about the functioning of the Municipal Corporation and warrants an impartial inquiry.
Ostwal further alleged irregularities in projects including the AMRUT Mission and the Budha Sagar beautification project. He said that while fresh approvals worth crores of rupees are being obtained for new development works, accountability should also be fixed for the alleged irregularities in earlier projects.
Concluding his letter, Ostwal urged the Mayor to maintain transparency in matters relating to road construction, the PMAY housing scheme, and other civic development projects by placing all relevant facts before the public.
