Bengal’s Power Centre Returns to Kolkata’s Iconic Landmark

In a development steeped in history and political symbolism, the newly formed government in West Bengal has initiated the process of shifting the state secretariat back to the iconic Writers’ Buildings in central Kolkata, ending more than a decade of administration from Nabanna in Howrah.

The decision follows the swearing-in of Chief Minister Suvendu Adhikari on May 9, 2026, marking the beginning of a new administrative chapter in the state. The oath ceremony, held at the historic Brigade Parade Ground, was attended by Prime Minister Narendra Modi and senior political leaders.

Soon after the ceremony, the red-brick colonial landmark — originally constructed in 1777 to house clerks of the East India Company — was illuminated, symbolising what the new administration described as a “return to Bengal’s administrative heritage.”

Historical Symbolism Meets Administrative Shift

For decades, Writers’ Buildings — also known as Mahakaran — functioned as the nerve centre of governance in West Bengal. However, in 2013, the secretariat operations were shifted to Nabanna during the tenure of former Chief Minister Mamata Banerjee, officially as a temporary arrangement while restoration work was proposed for the heritage structure.

Over time, Nabanna evolved into the operational headquarters of governance. The current move therefore carries deep political and emotional significance, signalling a clear departure from the previous administrative setup.

Senior leaders from the ruling party have reiterated that restoring Writers’ Buildings was a long-standing electoral promise aimed at reconnecting governance with Kolkata’s historic administrative core.


Restoration Work and Modernisation Plans

Public Works Department (PWD) teams have already begun structural assessments of the complex. The restoration plan focuses on balancing heritage conservation with modern governance needs, including:

  • Structural reinforcement and safety upgrades
  • Digital infrastructure integration
  • Smart office systems for departments
  • Improved security and public accessibility

Officials have confirmed that the transition will occur in phases to ensure uninterrupted administration.

During the interim period, select departments and the Chief Minister’s Office may temporarily operate from nearby government facilities while Nabanna continues to function as the working headquarters.


Economic Boost for BBD Bagh

The relocation is expected to revitalise the historic BBD Bagh area, once the bustling administrative and commercial heart of Kolkata.

After the 2013 shift to Howrah, many small businesses — tea stalls, eateries, stationery shops, and local traders — witnessed a decline in footfall. The return of ministers, bureaucrats, and visitors is anticipated to restore economic activity and daily vibrancy to the district.

What Lies Ahead for Nabanna?

While Writers’ Buildings is set to reclaim its status as the permanent seat of power, the future of Nabanna remains under discussion. Government sources suggest several possibilities:

  • Conversion into a specialised administrative hub
  • Housing select state departments
  • Public or institutional use to maximise existing infrastructure

Officials have clarified that the substantial investment made over the past decade will continue to serve the state in some capacity.


A Return to Roots

The move represents one of the earliest and most visible policy decisions of the new administration — blending historical reverence with governance reform.

As restoration progresses and officials gradually return to Writers’ Buildings, Kolkata’s historic centre is poised for renewed administrative energy. For many residents, the shift goes beyond bureaucracy; it marks the revival of a symbol deeply tied to Bengal’s political identity and institutional legacy.

Further announcements regarding timelines and Nabanna’s repurposing are expected in the coming weeks.
