The district is currently facing an acute shortage of sand, creating serious difficulties for both residents and those involved in construction activities. Due to the absence of environmental clearances, around four to five sand mines in the district remain closed, bringing local sand excavation to a complete halt.
The situation has become critical during the summer season, traditionally considered the peak period for construction work. Demand for sand, gravel, and other construction materials has surged, but supply constraints caused by closed mines have severely affected availability.
Rising Dependence on External Supply
To meet the growing demand, sand is now being transported from Dhamtari district. The long transportation distance has significantly increased logistics costs, which are ultimately being borne by consumers.
Earlier, a truckload of sand was available locally for approximately ₹11,000 to ₹15,000. However, the same quantity now costs between ₹16,000 and ₹22,000, placing an additional burden of nearly ₹5,000 per truck on buyers.
Action Against Illegal Transportation
Meanwhile, the Mining Department has taken enforcement action against illegal sand transportation. Vehicles belonging to Arun Chopra (Rajnandgaon), Pappu Sharma (Gendatola), Ravi Kapoor (Rajnandgaon), and Amit Hariharno were seized over the past two days. Strict proceedings have been initiated under the Mining Act against unauthorized transport activities.

Allegations of Profiteering Surface
At the local level, allegations have also emerged that certain outside suppliers and alleged “sand mafia” groups are exploiting the current situation by benefiting from delays in reopening the mines. Although these claims have not been officially confirmed, rising prices have contributed to growing dissatisfaction among residents.
Political Response and Demand for Immediate Action
Local leaders of the Indian National Congress have raised the issue formally by submitting a memorandum to the District Collector and the Mining Department. They have demanded immediate reopening of sand mines to provide relief to citizens and ensure smooth continuation of construction activities.
Uncertainty Over Mining Contracts
Sources indicate that the tendering and auction process for sand mines has not yet reached complete clarity. Information gathered at the ministerial level suggests that finalization of mining contracts may take nearly another month.
If delays continue, the onset of the monsoon season could further complicate matters, as sand extraction becomes technically difficult during heavy rains. Observers fear that the crisis may extend for an even longer period.
Questions Raised Over Administrative Delays
The ongoing delay has triggered questions among local residents regarding whether the situation is purely procedural or influenced by other factors. Citizens point out that mines have previously remained closed for extended periods citing environmental permissions, while reports of unauthorized mining activities elsewhere have occasionally surfaced.
This has intensified debate over the gap between regulatory enforcement and ground realities.
Department’s Stand on Environmental Compliance
Officials from the Mining Department maintain that adherence to environmental regulations is mandatory and mining operations cannot resume without proper clearances. The department has reiterated that action against illegal mining and transportation is ongoing, though challenges persist due to limited resources.
Public Bears the Brunt
At present, the greatest impact of the crisis is being felt by ordinary citizens. Individuals constructing homes or undertaking small and large building projects are compelled to purchase sand at inflated prices.
If timely solutions are not implemented, concerns are growing that the issue could escalate into wider public unrest in the coming weeks.
