Administrative Tightening Visible as Collector Conducts Ground-Level Review of Revenue, Health, and Public Service Delivery Systems

In a move aimed at further strengthening the district’s administrative framework, Collector Tulika Prajapati conducted a surprise inspection of various government offices in Manpur development block on Thursday and carried out a detailed review of functioning and service delivery mechanisms.
During the inspection, she issued clear instructions for prioritised and time-bound disposal of revenue cases to ensure that citizens do not face unnecessary delays or hardships.

Review of Revenue Matters and Administrative Efficiency
At the Sub-Divisional Office in Manpur, the Collector reviewed key issues including compensation distribution to farmers affected by land acquisition, land demarcation, post tree-cutting site selection, and plantation activities.
She stressed regular maintenance of meeting registers and directed officials to ensure clear division of responsibilities among staff members to enhance administrative efficiency. Special attention was ordered for pending cases to guarantee quick resolution of public grievances.
Directions for Strong PDS Monitoring System
During inspection of the food branch, dissatisfaction was expressed over inadequate information regarding storage arrangements and the Rice Festival initiative. The Collector instructed officials to develop an effective monitoring system to receive regular reports from Public Distribution System (PDS) shops, enabling continuous tracking of foodgrain storage and distribution status.
Tehsil Office Inspection and Citizen Services Review
At the Manpur Tehsil Office, the Collector reviewed services being provided at the CSC Centre and emphasized public awareness regarding Aadhaar update and correction facilities.

Noticing inadequate cleanliness in the election branch, she directed immediate corrective action. She also instructed officials to display clear room numbers and department names in all office sections for public convenience.
Directions were issued for systematic maintenance of the record room, proper upkeep of accounting registers, and regular submission of inspection reports to the SDM.
Push for E-Office and Transparency in Khadgaon
While reviewing pending cases such as mutation, land demarcation, and account partition at Khadgaon Tehsil, the Collector emphasized maximum utilization of the e-office system, stating that technology adoption would ensure both transparency and efficiency in administrative functioning.
Strict Stand on Health Services
During the inspection, the Collector visited the veterinary hospital at Khadgaon and expressed strong displeasure over the prolonged absence of a doctor, directing immediate action against negligence.
At the Primary Health Centre, she interacted with a pregnant woman and advised timely medical check-ups along with proper nutrition.
A bike ambulance was found non-functional for a long period, prompting the Collector to reprimand concerned officials and order immediate repair, making it clear that such lapses would not be tolerated. The previously absent pharmacist was also instructed to ensure systematic storage of medicines, with a warning of strict action against future negligence.

Administrative Transformation in the New District
It is noteworthy that the district, carved out from Rajnandgaon nearly three years ago, is witnessing steady strengthening of administrative systems. Earlier limited largely to tehsil-level operations, governance has now expanded significantly with active district-level monitoring reaching remote forest regions.
Following the administrative foundation laid by the district’s first Collector S. Jayavardhane, the present Collector Tulika Prajapati continues to push development initiatives with strong commitment and field engagement.
Continuous inspections and firm directives are expected to further enhance transparency, accountability, and efficiency in district administration.
