Government schemes, modern technology and financial support are opening new avenues of income and entrepreneurship for fish farmers across Chhattisgarh

Fish farming has emerged as a powerful engine of rural development, employment generation and economic self-reliance in India, complementing traditional agriculture and creating sustainable livelihood opportunities for lakhs of people. Backed by supportive government policies, scientific farming practices and rising market demand, aquaculture is rapidly becoming one of the most promising income-generating activities in rural areas.
In Chhattisgarh, fisheries have evolved into one of the state’s most profitable agricultural enterprises. Recognised with the status of agriculture, the sector has received significant policy support, enabling the state to achieve self-sufficiency in fish seed production.
Chief Minister Vishnu Deo Sai has urged farmers not to limit agriculture solely to paddy cultivation, but to diversify into income-enhancing activities such as pulses, oilseeds, horticulture, dairy farming and fisheries. In line with this vision, both the Government of India and the Government of Chhattisgarh are implementing several schemes to promote fish farming, creating new opportunities for employment and self-employment among farmers and rural youth.
Strengthening the Rural Economy
Fish farming can be undertaken with limited land and relatively low capital investment. By effectively utilising ponds, reservoirs, canals and other water bodies, farmers can generate additional income while making productive use of available natural resources.
With increasing population and rising demand for nutritious food, fish consumption continues to grow steadily. Rich in protein, vitamins and essential minerals, fish is recognised as an important component of a healthy diet, further strengthening the market potential of the sector.

Expanding Employment Opportunities
Beyond increasing farmers’ incomes, the fisheries sector generates employment across multiple value chains, including fish seed production, feed manufacturing, transportation, processing and marketing, thereby contributing significantly to rural livelihoods.
State-Sponsored Schemes Enhancing Growth Prospects
The Chhattisgarh Government is providing fish farmers with technical guidance, financial assistance and skill development programmes to improve productivity and profitability.
Under specialised 10-day training programmes, participants receive practical knowledge on pond management, fish seed production, disease control and marketing strategies. Additional advanced technical training programmes are also organised to promote the adoption of modern aquaculture practices.
Exposure Visits for Progressive Fish Farmers
Progressive fish farmers are taken on study tours outside the state to observe successful fisheries models and gain first-hand exposure to advanced technologies and best practices.
Financial Support to Cooperative Societies
Fishery cooperative societies receive financial assistance to strengthen production systems and improve marketing infrastructure.
Boat and Fishing Net Assistance
Beneficiaries belonging to the Scheduled Tribe category are being provided boats and fishing nets to support and strengthen traditional fishing practices.
Support for Small Retail Fish Vendors
Small-scale fish vendors are being assisted with equipment such as ice boxes and weighing scales, enabling them to improve product quality, access better markets and enhance profitability.
Support for Spawn Rearing and Integrated Shrimp Farming
Special assistance is being extended to beneficiaries belonging to the Scheduled Caste and Scheduled Tribe communities for spawn rearing as well as integrated shrimp-cum-fish farming activities.

Pradhan Mantri Matsya Sampada Yojana Giving Fresh Momentum
Implemented jointly by the Central and State Governments, the Pradhan Mantri Matsya Sampada Yojana (PMMSY) aims to enhance fish production, generate employment and increase the income of fish farmers.
Promotion of Modern Aquaculture Technologies
The scheme offers attractive financial assistance for fish seed production and the construction of new ponds. Scientific practices, including balanced feeding systems and Recirculatory Aquaculture System (RAS) technology, are being promoted to improve productivity and growth.
Ornamental Fish Farming and Cage Culture
The fisheries sector is also witnessing new self-employment opportunities through the promotion of ornamental fish farming units and cage culture in reservoirs.
Strengthening Fish Marketing Infrastructure
To improve post-harvest management and ensure better market access, fish farmers are being supported with cold storage facilities, refrigerated vehicles, motorcycles equipped with ice boxes, e-rickshaws and live fish centres, helping preserve fish quality during transportation and marketing.
Social Security for Fishermen
Savings-cum-Relief Scheme
With financial support from both the Central and State Governments, assistance is provided to fishermen during the annual fishing ban period from June 15 to August 15, ensuring livelihood support when fishing activities remain suspended.
Free Group Insurance Scheme
Fish farmers and fishermen are provided financial security under a free group insurance scheme covering accidental death, disability and other unforeseen circumstances, thereby extending protection to their families.
Towards a Self-Reliant Rural Economy
Fish farming has become an important driver of rural development, employment generation and economic empowerment. Government initiatives are creating new self-employment opportunities for farmers, rural youth, women and beneficiaries from Scheduled Caste and Scheduled Tribe communities.
