Campaign to Empower Grassroots Governance in Tribal Areas to Begin on September 17, Aligned with PM Modi’s Birthday

The Tribal Welfare Department’s Principal Secretary, Mr. Sonmani Borah, reviewed preparations for the upcoming Adi Karmayogi Abhiyan through a video conference with district collectors across Chhattisgarh. Collector Dr. Sarveshwar Narendra Bhure and CEO of Zila Panchayat Ms. Suruchi Singh participated in the meeting from the NRC hall at the Collectorate.

Mr. Borah informed that the campaign will commence on September 17, the birthday of Prime Minister Narendra Modi, and continue until October 2, Gandhi Jayanti, under the theme of Seva Parv. The initiative aims to instill values of service, dedication, and good governance, while strengthening the delivery of government services at the grassroots level by empowering officials and staff.

During the meeting, TRIFED Managing Director Mr. Hridesh Kumar praised the tribal development efforts in Chhattisgarh and said that the Central Government has high expectations from the state. He added that the campaign would contribute to shaping Tribal Gram Vision 2030, in line with the national Viksit Bharat Mission 2047.

Collector Dr. Bhure highlighted that under the Abhiyan, 105 tribal-dominated Gram Panchayats in Rajnandgaon district will have dedicated Adi Seva Kendras. To ensure effective implementation of welfare schemes, local youth will be trained as Adi Sathi. At the district level, seven departments—Panchayat, Tribal Development, Women & Child Development, Health, PHE, Forest, and Education—have already designated master trainers. These trainers will further guide block-level trainers in early September.

He further noted that two major Central Government initiatives—the PM Janman Abhiyan and Dharati Aba Tribal Utkarsh Abhiyan—are already being implemented in the district. As part of these, essential documents such as Aadhaar cards, Ayushman cards, ration cards, and caste certificates are being provided in 105 selected villages, along with community development works related to housing, drinking water, electricity, and roads through 17 line departments. Out of these villages, 67 are in Chhuriya block, 28 in Dongargarh, 8 in Dongargaon, and 2 in Rajnandgaon block.

The Adi Karmayogi Abhiyan will function at three levels—Adi Karmayogi (government officials and staff from state to village level), Adi Sahayogi (youth leaders, teachers, doctors, and social workers, including those from outside the village), and Adi Sathi (self-help group members, tribal leaders, volunteers, and cultural representatives from the village).

The overarching objective of the campaign is to achieve Tribal Gram Vision 2030, ensuring comprehensive development of tribal villages through improved infrastructure, education, healthcare, and livelihood opportunities. The initiative seeks to transform tribal communities into self-reliant and empowered units by the end of the decade.
