Municipal Commissioner Seeks Explanations from Plant Operator and Supplier Within 24 Hours Over Alleged Safety Lapses

The Rajnandgaon Municipal Corporation has served notices to the supplier and the operator of the 17 MLD Mohara Water Treatment Plant after a chlorine gas turner leak at the facility.
According to the Municipal Corporation, the leak was brought under control in time due to the prompt response of plant personnel and fire service staff, preventing any major untoward incident.
Following the incident, Municipal Commissioner G.R. Markam issued notices to Associate Enterprises, Rajnandgaon, the supplier of the chlorine gas turner, and SMC Infrastructure Pvt. Ltd., Thane, Maharashtra, the company responsible for operating the filtration plant.
Supplier Directed to Explain Incident
In the notice issued to Associate Enterprises, the Commissioner stated that the chlorine gas turner leak resulted in the spread of chlorine gas within the plant premises, causing operational difficulties for employees working at the site.
The supplier has been directed to submit a written explanation within 24 hours. The notice states that failure to respond within the stipulated period would invite action in accordance with the terms and conditions of the Government e-Marketplace (GeM) procurement rules.
Operator Faces Notice Over Continued Plant Operations
A separate notice was issued to SMC Infrastructure Pvt. Ltd., stating that the pipe connected to the chlorine gas turner had reportedly been leaking since morning, yet the filtration plant continued to operate despite the issue.
According to the notice, chlorine gas continued to spread within the premises until Municipal Corporation officials and employees, with the assistance of the Home Guards, made the necessary arrangements during the night to bring the situation under control.
The Commissioner stated that the alleged negligence could have exposed plant workers and nearby residents to health risks and had the potential to result in a serious incident.
The operator has also been instructed to submit a written explanation within 24 hours. The notice states that failure to do so will result in action under the terms and conditions of the existing contract, with responsibility resting on the company.
