Former City Congress General Secretary and ex-councillor Hemant Ostwal has written a letter to Collector Jitendra Yadav, raising serious allegations regarding alleged corruption and irregularities in road construction works undertaken by the Municipal Corporation.

Ostwal alleged that roads sanctioned at a cost of ₹10 crore remain incomplete even after 15 months. According to him, details related to construction work, work orders, and contractors have not been made public, raising serious concerns about transparency in the execution process.

He further claimed that major irregularities occurred during the tender process, with some construction works allegedly carried out without proper approvals. Contractors accused of poor-quality work have reportedly faced only symbolic action, he said, demanding strict and decisive administrative intervention.

Questions Raised on Municipal Administration

According to Ostwal, the issue reflects administrative inaction despite being within the knowledge of local public representatives. In his letter, he stated that while the Municipal Corporation Commissioner issued orders to blacklist certain contractors for three years, the names of those contractors have not been disclosed publicly, creating suspicion among citizens.

He also expressed apprehension that pressure may be exerted on the Mayor, potentially influencing administrative decisions related to construction works.

Demand for Physical Inspection and Transparency

Ostwal urged Collector Jitendra Yadav to personally inspect the sites and conduct a physical verification of the actual progress of road construction projects. He recommended that during the TL meeting, complete details of all contractors, their technical resources—including hot mix plants and machinery—and work orders should be made public to ensure accountability.

He further alleged that several contractors lacking essential technical infrastructure were awarded contracts worth crores of rupees, which he claimed was contrary to Public Works Department (PWD) norms.

Priority Completion of Key Roads Before Monsoon

Highlighting public inconvenience, Ostwal specifically demanded priority completion of the Railway Station road and associated drainage works before the onset of the monsoon season. He also called for an investigation into alleged irregularities in tenders related to Gaurav Path and other road projects through the Executive Engineer of the Public Works Department.

Call to Withhold Payments Until Verification

In conclusion, Ostwal urged the Collector to halt payments to contractors until all approved roads are completed in accordance with rules and verified by departmental officials. He emphasized that such action is necessary to safeguard public interest as well as government accountability.
