Party spokesperson Rupesh Dubey claims administrative irregularities and links issue to alleged ₹10 crore fraud

The Chhattisgarh Pradesh Congress Committee has accused the district administration of serious irregularities and alleged contempt of the Governor’s office in connection with the proposed reopening of a liquor shop in Ghumka.
Party spokesperson Rupesh Dubey stated that a complaint regarding the matter was initially submitted to the Governor through the district office on November 19, 2025. However, instead of forwarding the complaint to Raj Bhavan, the district administration allegedly conducted its own inquiry into the matter.
Dubey further alleged that a formal complaint with supporting documents was later submitted directly to the Governor’s office on March 1, 2025. Acting on this, the Governor’s office reportedly issued directives through official correspondence on May 12, 2025, to the Commercial Tax Department and the Excise Commissioner in Raipur, followed by another communication on July 16, 2025, to the Public Grievance Redressal Department, seeking action and updates to be uploaded on the official portal.
According to the Congress leader, no action has been taken so far, which, he claimed, reflects disregard for constitutional authority. “This clearly indicates that in matters related to alleged illegal liquor operations, even a constitutional office like the Governor is being ignored,” Dubey said.

He also alleged that the district administration is attempting to reopen the liquor outlet under the guise of a “Gaurav Gram” initiative in Ghumka by obtaining a proposal from the gram panchayat through administrative maneuvering.
Dubey further linked the issue to an alleged ₹10 crore cheque bounce case, claiming that authorities are shielding those involved while depriving affected citizens of their rightful dues. He accused officials of misrepresenting a government training facility—originally intended for women empowerment and self-help groups—as a municipal building in Ward No. 15 to facilitate the liquor shop proposal.
The Congress leader termed the move as a violation of public interest and alleged that it also amounts to contempt of court, as the affected parties have not received justice in the financial dispute.
No official response from the district administration or concerned departments was immediately available regarding the allegations.
