Vishnu Deo Sai Sends Strong Message on Good Governance: No Tolerance for Rude Behaviour Towards Citizens

In a strong reaffirmation of the state government’s commitment to good governance and public accountability, Chief Minister Mr. Vishnu Deo Sai has ordered the immediate suspension of Mr. Rupesh Kumar Pandey, Chief Executive Officer (CEO) of Janpad Panchayat Durg, over allegations of rude behaviour towards members of the public and negligence in the discharge of official duties.
The Chief Minister had directed the Commissioner of Durg Division to take immediate action after reports surfaced regarding the conduct of the officer during a public grievance redressal camp organized under the Sushasan Tihar 2026 initiative. Acting on the Chief Minister’s instructions, the Durg Divisional Commissioner issued the suspension order with immediate effect.
Video Evidence and Collector’s Report Led to Action
According to the suspension order issued by the Durg Commissioner, the action was based on a proposal received from the Collector of Durg as well as the examination of a video clip allegedly showing Mr. Pandey engaging in inappropriate behaviour with citizens during a public grievance redressal camp held in Gram Thanoud.
The preliminary findings indicated that the officer had displayed negligence in performing his duties and behaved in an improper manner during an event organized by the government for addressing public grievances.
A show-cause notice had earlier been issued to Mr. Pandey seeking an explanation regarding the incident. However, the response submitted by him was found to be unsatisfactory by the competent authority.
Violation of Civil Services Conduct Rules
The suspension order states that the officer’s conduct was in violation of Rule 3 of the Chhattisgarh Civil Services (Conduct) Rules, 1965.
Under these rules, every government servant is required to maintain absolute integrity, devotion to duty and conduct befitting a public servant at all times. Rule 3-A specifically stipulates that no government employee shall behave discourteously while performing official duties.

The order further notes that in a democratic system, the government machinery is accountable to the people, and courteous behaviour towards citizens is considered a fundamental component of the code of conduct expected from public servants.
Government Reiterates Commitment to Citizen-Centric Governance
The state government has emphasized that public officials are expected to perform their responsibilities with sensitivity, professionalism and respect for citizens.
The suspension of Mr. Rupesh Kumar Pandey has been ordered on charges of negligence in duty and misconduct. During the suspension period, he will be entitled to subsistence allowance as per applicable service rules.
The order has come into effect immediately.
Zero Tolerance for Misconduct
The action is being viewed as a strong message from the state leadership that misconduct, indiscipline and disrespectful behaviour towards citizens will not be tolerated under any circumstances.
By taking swift action, the government has reiterated that accountability, transparency and respectful public service remain at the core of its governance agenda.
