Chhattisgarh Implements Affordable Housing Rules to Provide Legal, Low-Cost Colonies

New Regulations Aim to Curb Illegal Plotting, Ensure Transparency and Better Amenities for Citizens

The Chhattisgarh government has implemented the Chhattisgarh Affordable Public Housing Rules 2025 to provide citizens with housing in organized, safe, and legally approved colonies at affordable rates. The initiative, introduced by the state’s Housing and Environment Department, is expected to significantly curb illegal plotting activities while strengthening regulatory oversight of colony development.

Officials said the new rules will not only offer legal security to homebuyers but will also enhance government revenue through regulated development. The provisions have been designed to make colony development norms more practical and transparent, thereby encouraging developers to undertake affordable housing projects across the state.

Under the updated framework, developers will be required to construct all amenities — including parks, club facilities, and other infrastructure — as declared at the time of layout approval. Authorities believe this will prevent misleading promises and ensure that residents receive the facilities they were promised during the planning stage.

The scheme also introduces procedural clarity for project approvals. Applicants seeking approval under the Affordable Public Housing Scheme must submit applications in the prescribed offline format along with required documents and fees. For projects located in Rajnandgaon, Khairagarh-Chhuikhadan-Gandai, and Mohla-Manpur-Ambagarh Chowki districts, applications are to be submitted at the Office of the Deputy Director, Town and Country Planning, Rajnandgaon.

Officials stated that the policy is a major step toward planned urbanization and aims to protect citizens from fraud associated with unauthorized colonies, a long-standing concern in many parts of the state. By formalizing development procedures and enforcing accountability among developers, the government expects to create a more reliable and citizen-friendly housing ecosystem.
