Sitting in an administrative post and implementing government schemes is a normal responsibility. But achieving results that directly benefit the common man by making better use of available resources and government schemes creates a distinct identity of administrative working style. The various initiatives and actions that have come to light during the tenure of Collector Jitendra Yadav in Rajnandgaon district are being discussed in this context. The achievement of making village Khaira the country’s first 100% solar energy village is an important link in this series.
Under the Pradhan Mantri Surya Ghar Free Electricity Scheme, rooftop solar systems of 2 kilowatt capacity each have been installed on the roofs of all 141 houses in village Khaira of the district. In this way, solar energy generation capacity of about 282 kilowatts has been developed in the village. Connecting every family of this village with a population of 889 to solar energy is not merely a departmental achievement, but the result of the district administration’s action plan, coordination among various departments, and people’s participation.
The most important aspect of this achievement is that rural families did not have to spend any amount from their own pockets for getting the solar systems installed. After the subsidy of the central and state governments, the remaining amount was arranged through Corporate Social Responsibility (CSR). Out of the 141 solar-equipped houses in the village, 93 belong to beneficiaries of the Pradhan Mantri Awas Yojana-Gramin. In this way, economically weaker families have also been able to connect with clean energy facilities.

Not merely implementation of schemes, but an effort to bring change in the system
Mention of Collector Jitendra Yadav’s administrative working style is not limited only to the solar energy project. The administration’s activeness has also come to the fore in making the paddy procurement system in the district transparent, curbing the possibilities of fake procurement in the name of farmers, and taking action against illegal paddy transportation and smuggling.
Protecting the produce of actual farmers during paddy procurement and saving the government procurement system from irregularities is a big challenge. Through monitoring and on-the-spot action in matters such as fake procurement, bringing paddy from other areas and disposing of it, and illegal transportation, the administration has tried to ensure accountability in this system. The objective of these actions has remained clear — that the benefit of the government system should reach the actual farmers and there should be no misuse of public money.
Savings in the government treasury and activeness in revenue matters
During administrative work in the district, savings of government money, resolution of matters related to revenue, and activeness in cases related to land and leases have also been seen. Through various administrative efforts, the subject of government savings of about Rs 15 crore has also come up. This initiative is important from the point of view that the evaluation of administrative efficiency is done not only by the budget spent, but also by preventing unnecessary expenditure and making better use of available resources.
Listening to people’s problems in revenue-related matters, taking action on cases related to land and leases, and giving directions to officers to go to the spot and take decisions according to the actual situation has also been part of the administrative working style. Trying to understand cases that remain pending on paper by going to the ground and resolving them prepares the way for providing relief to common citizens.
Action by reaching the spot, administration not limited only to instructions
The real test of the effectiveness of administration in any district takes place when officers come out of the office and see the actual situation of the problems. Whether it is action in matters related to paddy procurement and illegal transportation or revenue-related complaints, administrative monitoring and on-the-spot intervention are important means of increasing accountability in the system.
In the context of Collector Jitendra Yadav’s working style, these efforts are being seen as a broad administrative approach. Taking government schemes to the last person, protecting the interests of farmers, saving government money, and giving priority to the resolution of common citizens’ problems are the main aspects of this approach.

Honour of electricity department officers at State Festival
The role of officers and employees of the electricity department has also been important in connecting village Khaira with solar energy. On the occasion of Chhattisgarh State Festival-2026, School Education Minister and In-charge Minister of Rajnandgaon district Shri Gajendra Yadav honoured Assistant Engineer Shri Prakash Narayan Verma and Junior Engineer Ms Ekta Sahu with commendation certificates for their excellent work.
With the installation of rooftop solar systems in this village, families are producing the electricity they need themselves. The facility of sending surplus electricity to the grid through net metering is also available. With this, relief is being received in electricity bills and villagers are becoming participants in energy production.
Khaira’s achievement is not of one village, but the identity of administrative thinking
The national-level recognition of the achievement of village Khaira of Rajnandgaon district is a matter of pride for the district. But its importance goes even further. This example shows how solid results can be achieved by linking government schemes with local needs, financial resources, and people’s participation.
Transparency in paddy procurement, action against illegal paddy transportation, resolution of revenue matters, savings of government money, and now Khaira’s solar energy achievement — these different subjects point towards a broad administrative working style. The role of officers, employees, and local people is also important in all these efforts.
Today Khaira is not merely a village of Rajnandgaon district, but has emerged as an example of rural energy self-reliance. This initiative of the district administration under the leadership of Collector Jitendra Yadav has also created the opportunity that similar efforts can be taken forward in other villages of the district as well.
