Water Resources Department revokes approval of M/s Sewasingh Oberoi & Company for failing to comply with operational conditions in Dongargarh block

The Executive Engineer of the Water Resources Division, Rajnandgaon, has cancelled with immediate effect the permission granted to M/s Sewasingh Oberoi & Company, Padmanabhpur, for deepening of the Bilhari Reservoir and transportation of excavated debris and soil located in Gram Panchayat Khursipar under Dongargarh development block. The action was taken after the company failed to comply with prescribed terms and operational guidelines.
Violation of Departmental Instructions
According to a report received from the Sub-Divisional Officer, Water Resources Sub-Division No. 01, Rajnandgaon, the company continued deepening work while disregarding departmental instructions, which could potentially cause long-term damage to the reservoir structure.
As per the approved conditions, deepening work was required to maintain a safe distance of 60 metres from the dam embankment within the submergence area. However, the company reportedly carried out excavation at a distance of only 25–30 metres from the embankment, violating safety norms.
Excessive Deepening Beyond Approved Limit
The company had been granted permission for deepening up to a maximum depth of 0.60 metres. Contrary to the approved limit, excavation was carried out up to a depth ranging between 2 and 2.50 metres.
Authorities stated that such excessive excavation posed a serious threat to the structural safety and long-term stability of the reservoir.
Plantation Conditions Ignored
Under the permission conditions, the company was also directed to plant 200 saplings along the downstream side of the dam along with tree guards. The plantation work was not undertaken by the company despite clear instructions from the department.
Officials further reported that continuous damage had been caused to the permanent structures of the reservoir during the course of the work.
Permission Cancelled, Restoration Ordered
In view of multiple violations and non-compliance with mandatory conditions, the permission granted to M/s Sewasingh Oberoi & Company, Padmanabhpur, has been cancelled with immediate effect.
The company has also been directed to immediately repair the damage caused to the dam and the internal reservoir structures. Authorities have warned that failure to comply with the directives will invite necessary action against the company under the Irrigation Act.
