राघव चड्ढा ने संसद में उठाई उपभोक्ताओं की आवाज

क्या आप भी रोजाना मोबाइल रिचार्ज करते समय 1.5 जीबी या 2 जीबी डेली डेटा लिमिट वाले प्लान चुनते हैं, लेकिन शाम तक डेटा खत्म नहीं होने पर बचा हुआ हिस्सा आधी रात को बिना किसी सूचना या रिफंड के गायब हो जाता है? अगर हां, तो आप अकेले नहीं हैं। लाखों भारतीय उपभोक्ता इस समस्या से रोज जूझ रहे हैं। आम आदमी पार्टी के राज्यसभा सांसद राघव चड्ढा ने सोमवार को संसद में इस मुद्दे को जोरदार तरीके से उठाया और टेलीकॉम कंपनियों से सख्त सवाल किया कि क्यों भुगतान किए गए डेटा को बर्बाद होने दिया जाता है।

उन्होंने मांग की कि अनुपयोगी डेटा को अगले चक्र में कैरी फॉरवर्ड किया जाए ताकि उपभोक्ता अपनी मेहनत की कमाई का पूरा फायदा उठा सकें।राघव चड्ढा ने राज्यसभा में बोलते हुए कहा कि टेलीकॉम ऑपरेटर्स के अधिकांश रिचार्ज प्लान्स में दैनिक डेटा सीमा तय की गई है। उदाहरण के लिए, 1.5 जीबी, 2 जीबी या 3 जीबी प्रति दिन। यह लिमिट हर 24 घंटे में रीसेट हो जाती है। अगर कोई उपभोक्ता पूरे दिन में तय डेटा का पूरा उपयोग नहीं कर पाता, तो बचा हुआ डेटा आधी रात को बिना किसी रिफंड या रोलओवर के समाप्त हो जाता है।

चड्ढा ने इसे “नीति की साजिश” करार दिया और कहा, “आपको 2 जीबी के लिए बिल किया जाता है, आप 1.5 जीबी इस्तेमाल करते हैं, लेकिन बचा 0.5 जीबी आधी रात को गायब। कोई रिफंड नहीं, कोई रोलओवर नहीं, बस चला गया। यह कोई दुर्घटना नहीं है, यह जानबूझकर अपनाई गई नीति है।”उन्होंने पेट्रोल की मिसाल दी। अगर कोई व्यक्ति 20 लीटर पेट्रोल भरवाता है और सिर्फ 15 लीटर इस्तेमाल करता है, तो क्या बचा हुआ 5 लीटर पेट्रोल स्टेशन वाले वापस ले लेते हैं? नहीं। ठीक उसी तरह डेटा भी उपभोक्ता की “डिजिटल संपत्ति” है।

इसे बर्बाद नहीं किया जाना चाहिए। चड्ढा ने कहा कि उपभोक्ता अपना हार्ड अर्न्ड मनी देकर डेटा खरीदता है, लेकिन टेलीकॉम कंपनियां उसे पूरा उपयोग करने का मौका नहीं देतीं।सांसद ने तीन प्रमुख मांगें रखीं। पहली- सभी टेलीकॉम ऑपरेटर्स अनुपयोगी डेटा का रोलओवर यानी कैरी फॉरवर्ड की सुविधा दें। जो डेटा एक दिन में नहीं इस्तेमाल हुआ, उसे अगले दिन की डेली लिमिट में जोड़ दिया जाए। दूसरी- अगर कोई उपभोक्ता लगातार कई चक्रों तक डेटा कम इस्तेमाल करता है, तो उसे अगले रिचार्ज में समायोजन या डिस्काउंट का विकल्प मिले।

तीसरी- अनुपयोगी डेटा को परिवार के सदस्यों या अन्य लोगों को ट्रांसफर करने की अनुमति दी जाए, ठीक वैसे ही जैसे हम पैसे ट्रांसफर करते हैं।यह मुद्दा इसलिए भी महत्वपूर्ण है क्योंकि आज के डिजिटल युग में मोबाइल डेटा जीवन का अभिन्न हिस्सा बन चुका है। छात्र ऑनलाइन क्लासेस लेते हैं, कर्मचारी वर्क फ्रॉम होम करते हैं, छोटे व्यापारी यूपीआई और सोशल मीडिया के जरिए बिजनेस चलाते हैं। लेकिन डेली लिमिट की वजह से कई बार जरूरी काम अधूरा रह जाता है या फिर बचा डेटा बर्बाद हो जाता है। इससे उपभोक्ताओं को दोहरा नुकसान होता है- पैसे गए और डेटा भी नहीं मिला।टेलीकॉम क्षेत्र में प्रतिस्पर्धा तो है, लेकिन उपभोक्ता हितों की रक्षा के लिए अभी भी काफी कुछ किया जाना बाकी है।

ट्राई (TRAI) जैसे नियामक संस्थानों को इस दिशा में सख्त कदम उठाने की जरूरत है। राघव चड्ढा का यह बयान न केवल मध्य वर्ग और आम उपभोक्ताओं की पीड़ा को आवाज देता है, बल्कि पूरे सिस्टम में पारदर्शिता और न्याय की मांग भी करता है। अगर सरकार और टेलीकॉम कंपनियां इस मांग को मान लेती हैं, तो करोड़ों यूजर्स को राहत मिलेगी।विशेषज्ञों का मानना है कि डेटा रोलओवर की सुविधा देने से उपभोक्ताओं का विश्वास बढ़ेगा और अनावश्यक डेटा खपत भी कम होगी।

कई देशों में ऐसी नीतियां पहले से लागू हैं, जहां अनुपयोगी डेटा अगले महीने तक कैरी फॉरवर्ड हो जाता है। भारत जैसे विकासशील देश में भी यह संभव है।राघव चड्ढा ने सोशल मीडिया पर भी इस मुद्दे को व्यापक रूप से साझा किया, जिससे उपभोक्ताओं में चर्चा तेज हो गई। कई यूजर्स ने अपनी कहानियां शेयर कीं कि कैसे रोजाना बचा डेटा बर्बाद हो जाता है।

अब देखना यह है कि टेलीकॉम कंपनियां और सरकार इस पर क्या कार्रवाई करती है।यह मुद्दा सिर्फ एक सांसद की मांग नहीं, बल्कि पूरे देश के डिजिटल उपभोक्ताओं का सवाल है। अगर डेटा हमारा पैसा है, तो उसे बर्बाद क्यों होने दिया जाए? समय आ गया है कि नीतियां उपभोक्ता के पक्ष में बदली जाएं।
