On September 29, 2025, Vikas Sheel, a 1995-batch IAS officer with extensive experience in finance and planning, was sworn in as Chhattisgarh’s 13th Chief Secretary, marking a key shift in the state’s bureaucratic leadership under the BJP government. Replacing Amitabh Jain, whose term focused on stabilizing post-pandemic finances, Sheel’s induction comes at a time when the state is grappling with implementing ₹7 lakh crore in investment pledges across mining, steel, and agriculture sectors.

Sheel, previously Additional Chief Secretary in the Finance Department, has a proven record in revenue optimization and inter-departmental coordination, having spearheaded projects like the Chhattisgarh State Industrial Development Corporation’s expansion. In his inaugural address at the Mantralaya in Raipur, Sheel outlined priorities including digital governance enhancements, sustainable mining practices in Bastar, and skill programs for 1 lakh tribal youths to curb migration.

Chief Minister Vishnu Deo Sai hailed the appointment as a “milestone for double-engine governance,” aligning state efforts with national initiatives like Atmanirbhar Bharat. However, opposition Congress leaders, including former CM Bhupesh Baghel, have called for transparency in procurement processes, citing delays in flagship schemes.

With Chhattisgarh’s economy projected to grow at 8.5% this fiscal year, Sheel’s role will be pivotal in navigating challenges like Naxal threats and environmental regulations, potentially reshaping the state’s administrative efficiency for the next five years.
