Regulatory Commission Issues Student Advisory to Prevent Admission Fraud
Students and Parents Urged to Verify University Recognition, UGC Approval and Legal Compliance Before Enrolling

Students aspiring to pursue higher education in private universities across Chhattisgarh have been advised to carefully verify the legal status and academic credentials of institutions before seeking admission. In an effort to safeguard students from fraudulent admission practices, the Chhattisgarh Private Universities Regulatory Commission has issued a comprehensive advisory outlining five essential checks that every student and parent should complete before enrolling in any private university.
According to a circular issued by Ashok Agrawal, Secretary of the Chhattisgarh Private Universities Regulatory Commission, prospective students should thoroughly verify the legitimacy of a university and its academic programmes to avoid future complications regarding the validity of degrees and academic recognition.
1. Confirm Government Notification Under the Act
Students should first ensure that the university has been duly notified by the State Government under the Chhattisgarh Private Universities (Establishment and Operation) Act, 2005. Only universities established in accordance with this legislation are legally authorized to operate in the state.
2. Verify Publication in the Official Gazette
The Commission has emphasized that a private university’s statutes and ordinances must be officially published in the Chhattisgarh Government Gazette. As per the prescribed rules, a university becomes eligible to admit students only after such publication. Any admission process conducted before this legal requirement is fulfilled is considered unauthorized.
3. Check Whether the University Is Operating Only on Its Approved Campus
The advisory reiterates that all private universities in Chhattisgarh function as unitary institutions, meaning they are not permitted to affiliate colleges or educational institutions outside their own campuses. Academic programmes can only be conducted within the university’s main campus or its officially approved schools of study. Students are advised to be cautious if admissions are being offered through off-campus affiliated colleges.
4. Ensure the Course Is Approved by the UGC
Before taking admission, students must verify that the degree programme is recognized by the University Grants Commission (UGC). In addition, the concerned course should also be included in the university’s officially notified ordinances published in the Government Gazette.

5. Verify Compliance with UGC Ph.D. Regulations
For admission to Ph.D. programmes, students should ensure that the university complies with the University Grants Commission (UGC) Regulations, 2022. The Commission has advised students to confirm that qualified regular research supervisors are available within the university. Conducting doctoral research under external supervisors not appointed by the university is not permitted under UGC regulations.
Commission Urges Students to Verify Before Applying
The Regulatory Commission stated that the objective of the advisory is to protect students from misleading advertisements and unauthorized institutions. Students and parents have been urged not to rely solely on promotional claims made by educational institutions.
Instead, they should independently verify all necessary information through the Commission’s official website before finalizing admission. The Commission also advised applicants to contact its office directly if they require clarification regarding the legal status or recognition of any private university.
