Addressing the gathering, Dr. Singh highlighted the Chief Minister’s Skill Development Scheme, under which Livelihood Colleges have been established across nearly all districts to equip youth with practical skills and employment opportunities. Sharing his experiences from China and Japan, he noted that 80-85% of the population in developed countries is skilled in some domain, and even small skill sets can achieve significant results.

Dr. Singh further stressed the inclusion of women in traditionally male-dominated trades like masonry, alongside courses in garment making, tourism and hospitality, electrician work, and solar panel installation, enabling rural youth to access self-employment opportunities. Under the Pradhan Mantri Suryaghar Free Electricity Scheme, solar panel installations are generating new jobs. In the program, 28 trainees completed solar courses and received offer letters, while 30 trainees commenced the Rajmistri course, earning a daily stipend of ₹200 through DBT. Additionally, five beneficiaries received symbolic keys under the PM Awas Yojana.
