Cooperation Driving Rural Transformation
Raipur: The cooperative movement in Chhattisgarh has long been the backbone of the state’s rural economy. Today, it is evolving into a modern development framework aligned with the vision of “Sahkar Se Samriddhi” (Prosperity Through Cooperation). Under the leadership of Chief Minister Vishnu Deo Sai, cooperative institutions are being strengthened to accelerate rural development and farmer empowerment across the state.
The timeless philosophy that collective effort leads to shared prosperity has gained renewed momentum through the national cooperative vision promoted by Prime Minister Narendra Modi. In Chhattisgarh, often known as the “Rice Bowl of India,” this concept is emerging as a powerful economic support system, connecting the last person in society to the mainstream of development and self-reliance.
A Modern Framework for Cooperative Development
Under the leadership of Chief Minister Vishnu Deo Sai and the guidance of Cooperation Minister Kedar Kashyap, the scope of cooperatives in Chhattisgarh has expanded beyond agriculture. The cooperative sector is now being positioned as a key pillar in trade, services, and rural enterprise development.
Inspired by the cooperative reform initiatives of Union Home and Cooperation Minister Amit Shah, the state has undertaken unprecedented expansion and restructuring of its cooperative framework.
Revolutionary Steps Strengthening Prosperity
Several major initiatives have been undertaken to ensure economic prosperity through cooperative institutions:
- Formation of 515 new Primary Agricultural Credit Societies (PACS) to strengthen the cooperative ecosystem.
- The total number of PACS in the state has increased to 2,573, transforming them into multi-purpose rural service centres rather than mere credit distribution units.
- These centres are now facilitating multiple services including fertilizer and seed distribution, Jan Aushadhi outlets, and Common Service Centres (CSC) within villages.
Energising the Rural Economy
The expansion of cooperative infrastructure is bringing new energy to rural livelihoods. Farmers now have access to local storage facilities under the world’s largest grain storage initiative, enabling them to store produce safely and avoid distress sales at low market prices.
At the same time, cooperative societies are promoting entrepreneurship among women and youth through dairy production, fisheries, and allied sectors. These initiatives are helping diversify income sources and strengthening rural financial resilience.

Technology, Transparency and Good Governance
The cooperative philosophy places collective welfare above individual interest. Recognising this, the Chhattisgarh government has emphasized digital transformation in the cooperative sector.
Computerisation of cooperative societies has reduced intermediary dependency while ensuring transparency in transactions. Through e-marketplace platforms, locally produced cooperative goods are now gaining access to national and global markets, opening new economic opportunities for rural producers.
Towards Developed Chhattisgarh, Developed India
“Sahkar Se Samriddhi” is no longer merely a slogan but a living movement transforming the lives of farmers, women and youth across Chhattisgarh. The strengthening of PACS centres at the village level is being viewed as a foundation for national prosperity.
The state’s development vision reflects a model where collective cooperation becomes the driving force behind individual progress and inclusive growth.
“Cooperation in Chhattisgarh is not merely a system of credit distribution but the foundation of rural self-reliance. By adopting the vision of ‘Sahkar Se Samriddhi,’ our government is committed to delivering development benefits to the last person in society. We have transformed cooperative societies into multi-purpose centres so that farmers and rural women receive banking, healthcare and technological services near their villages. A strong cooperative system will pave the way for a Developed Chhattisgarh and a Developed India.”
— Vishnu Deo Sai, Chief Minister, Chhattisgarh
