Pensioners’ Association Urges Commissioner to Protect Municipal Properties: Dr. D.C. Jain

Dr. D.C. Jain, State President of the Chhattisgarh Urban Local Bodies Pensioners’ Association, has urged the Municipal Corporation Commissioner to take immediate steps to protect, restore, and maintain the corporation’s immovable properties, warning that several valuable public assets are deteriorating due to neglect and encroachment.

In a statement issued to the press, Dr. Jain said that records of all movable and immovable assets are maintained by the Municipal Corporation, and periodic inspections and maintenance should be carried out to safeguard these properties. However, he alleged that adequate action is not being taken by the engineering and revenue wings of the corporation to ensure their protection and upkeep.

Citing examples, Dr. Jain referred to the large Women’s Market (Mahila Bazaar) building near the Haat Bazaar area, which was constructed during the tenure of former Mayor Late Shobha Soni. According to him, after her demise, the shops in the complex were never allotted, and the lack of maintenance has left the building in a state of deterioration. He further claimed that thousands of square feet of land in front of the structure have been encroached upon.

Dr. Jain also highlighted the condition of a park located behind the municipal shopping complex built at the Bhainsa Kotha site. He alleged that due to inadequate monitoring and protection by civic authorities, portions of the park have been occupied by nearby residents. Despite the encroachments, no significant action has been taken to restore the public space, he said.

He noted that during the tenure of former Mayor Hema Deshmukh, a proposal had been made to construct a Pensioners’ Building within the same premises. Despite years of efforts by members of the Pensioners’ Association, the project has yet to materialize.

Through the statement, Dr. Jain appealed to the Municipal Commissioner to initiate prompt action for the protection, restoration, management, and maintenance of municipal properties, including the Women’s Market building and the Bhainsa Kotha park. He also demanded the removal of encroachments so that these public assets can be preserved and utilized effectively for community welfare.
