“I Have Come With a Resolve to Protect Life and Light the Lamp of Service”: Health Minister Shyam Bihari Jaiswal

Chhattisgarh Assembly passes grant demands worth over ₹6,976 crore for Health, Medical Education and OBC-Minority Development Departments

Shyam Bihari Jaiswal, Minister for Public Health and Family Welfare, Medical Education, and Other Backward Classes & Minority Development, said he has “come with a resolve to protect life and light the lamp of service.” He stated that the state’s healthcare system will be developed under the SANKALP framework to ensure better and accessible medical services for all citizens.

The Chhattisgarh Legislative Assembly has approved grant demands of over ₹6,976.54 crore for the departments under his charge for the financial year 2026–27.

Responding to the discussion on the budget demands, the minister said the government’s goal is that every citizen of the state should remain healthy, and efforts are being made to strengthen healthcare infrastructure across urban as well as remote areas.

Healthcare Services Based on the SANKALP Model

The Health Minister said that the state’s health services will follow the SANKALP model, which includes:

  • S – Strengthened Institutions
  • A – Academic Excellence
  • N – Next Generation Research
  • K – Knowledge & Clinical Competency
  • A – Advanced Medical Facilities
  • L – Life-Saving Infrastructure
  • P – Professional & Transparent Governance

Cashless Treatment for Government Employees

The minister announced that the state government will introduce a cashless treatment facility for all government employees, for which ₹100 crore has been allocated in the budget.

Expansion of Healthcare Infrastructure

To improve treatment facilities for serious illnesses, the government plans to establish 25 new dialysis centres across the state. In addition, 50 Jan Aushadhi centres will be expanded to provide affordable medicines to the public.

The minister also announced several major healthcare initiatives:

  • Establishment of the state’s first Homeopathy College in Raipur.
  • Setting up of a State Cancer Institute in Bilaspur to provide advanced cancer treatment within the state.
  • Proposal to establish a modern Cardiac Institute in Raipur to offer specialized heart treatment services.
  • Allocation of ₹25 crore for infrastructure development at Sri Sathya Sai Sanjeevani Hospital, strengthening pediatric cardiac care.

New Hospitals and Ambulance Services

The government has also planned several hospital infrastructure projects:

  • Construction of new district hospital buildings in Ambikapur and Dhamtari.
  • A 200-bed Mother and Child Hospital in the Kalibadi area of Raipur.
  • A new district hospital in Chirmiri.

To strengthen emergency services, tenders are underway for 300 new ambulances for districts across the state. The government will also procure 70 advanced ventilator-equipped ambulances and 10 specialized neonatal ambulances.

Integrated Food and Drug Laboratory in Raipur

A state-of-the-art Integrated Food and Drug Laboratory will be established in Raipur with a budget provision of ₹95 crore. Once operational, it will reduce dependence on metropolitan cities such as Delhi for testing and provide high-quality testing facilities to Chhattisgarh and neighbouring states.

Strengthening Medical Education

For the Directorate of Medical Education, the government has allocated over ₹2,000 crore for the financial year 2026–27.

The budget includes:

  • 1,240 posts for five new government medical colleges in Dantewada, Manendragarh, Jashpur, Janjgir-Champa and Kabirdham.
  • 500 additional posts for the associated hospitals.
  • ₹50 crore for purchasing equipment for medical colleges and hospitals.

Additionally, over ₹83 crore has been allocated for construction of hostels in government medical colleges in Raipur, Durg, Rajnandgaon, Ambikapur and Jagdalpur.

Expansion of AYUSH Services

Under the AYUSH Department, a budget of ₹544 crore has been allocated. This includes provisions for medicines and equipment, as well as the upgradation of 7 Ayurvedic hospitals, 13 AYUSH polyclinics and 692 AYUSH dispensaries.

A hostel and seminar hall will also be constructed at the Government Ayurvedic College campus in Raipur.

Welfare Initiatives for OBC and Minority Students

The minister said the state government is committed to the overall development of backward and minority communities. A total budget provision of ₹251.68 crore has been made for the Other Backward Classes and Minority Development Department.

Under the Chief Minister Education Support Scheme, students from backward classes will receive free educational and residential facilities. As part of this initiative:

  • A 500-seat girls’ residential “Prayas” school will be established in Bilaspur.
  • A 200-seat post-matric girls’ hostel in Raipur.
  • 100-seat hostels in Raigarh and Manendragarh.
  • A 50-seat pre-matric hostel for boys and girls in Jashpur.

To support preparation for competitive examinations, the CG Assistance for Competitive Examination (CG-ACE) Scheme will be launched with programmes titled Udaan, Shikhar and Manzil, for which ₹9.63 crore has been allocated.
