Digital transparency in revenue services and stronger disaster management focus; Vijaypur and Devgarh to be made sub-tehsils.

The Chhattisgarh Legislative Assembly has approved grant demands worth ₹4,808.73 crore for various departments headed by Revenue Minister Tank Ram Verma for the financial year 2026–27.
The approved allocation includes ₹2,206.02 crore for land revenue and district administration, ₹20.62 crore for departmental revenue expenditure, ₹2.94 crore for rehabilitation, ₹1,272.99 crore for relief in natural disasters and drought-affected areas, and ₹1,306.14 crore for the Higher Education Department.
Responding to the discussion on the grant demands in the Assembly, Minister Verma said the state government is continuously working to make the revenue administration more transparent, simple, and technology-driven. For the financial year 2026–27, a budget provision of ₹3,502 crore has been made specifically for the Revenue and Disaster Management Department to ensure faster and more efficient services for citizens.
Strengthening Digital Revenue Services
The minister said the government is making consistent efforts to modernize land records, expand digital services, and improve citizen-centric facilities. Initiatives such as digital loan booklets, digitization of land records, auto-diversion of land use, and service guarantees have significantly improved transparency and efficiency in revenue services.
He added that the government is also strengthening disaster management systems to provide immediate assistance to people affected by floods, droughts, excessive rainfall, and other natural disasters. Modern technology and early warning systems are being used to reduce the impact of such calamities.

Expansion of Administrative Structure
According to the minister, administrative restructuring has expanded the state’s revenue framework. At the time of the state’s formation, there were only 16 districts, which have now increased to 33. Similarly, the number of revenue divisions, tehsils, revenue inspector circles, and patwari areas has also increased, enabling faster administrative functioning.
The government also announced that Vijaypur and Devgarh will be developed as new sub-tehsils to improve local administrative services.
Auto Diversion and Digital Farmer Book
The government has introduced an online auto-diversion system for land-use change. Under this system, land-use conversion is automatically approved within 15 days of application, reducing the need for citizens to visit government offices repeatedly.
A digital farmer book facility has also been launched, enabling farmers to access land ownership details, loan status, and related information online. This system has also simplified the process of obtaining crop loans from banks.
Financial Support for Landless Labourers
Under the Deendayal Upadhyay Landless Agricultural Labour Welfare Scheme, landless agricultural labourers and families engaged in traditional rural occupations receive financial assistance of ₹10,000 per year.
In 2025–26, about 4.96 lakh beneficiaries received benefits under the scheme with an allocation of ₹496 crore. For 2026–27, the state government has increased the budget provision to ₹605 crore.
Monitoring Agriculture Through Modern Technology
Minister Verma said the government has decided to implement the UPHAR Scheme to strengthen agricultural monitoring and advisory services. The system will use satellite imagery, remote sensing, and drone technology to estimate crop area, production levels, and disaster-related damage. A budget provision of ₹25 crore has been made for the scheme.
Property Rights Through SVAMITVA Scheme
Under the SVAMITVA Scheme, the state government is working to provide property rights to residents of rural areas. The state has set a target of distributing ownership records to around 10.5 lakh beneficiaries, out of which about 1.6 lakh people have already received property documents.
Automatic Mutation After Registration
The state has also implemented an automatic mutation system for land transactions. Once land registration is completed, the ownership is automatically transferred to the buyer’s name, eliminating lengthy procedures and delays.
Strong Provisions for Disaster Management
For disaster preparedness and relief, the government has allocated ₹588 crore under the State Disaster Response Fund (SDRF), ₹50 crore under the National Disaster Response Fund (NDRF), and ₹147 crore under the State Disaster Mitigation Fund (SDMF).
Minister Tank Ram Verma said the state government aims to deliver efficient services to citizens through digital revenue administration, transparent governance, and effective disaster management systems.
