Collector directs arrangements for cattle herders and effective measures to prevent road accidents

A meeting to discuss the management of stray cattle on national highways and major roads and measures to prevent road accidents was held at the Zila Panchayat conference hall under the chairmanship of Collector Jitendra Yadav.
The meeting was attended by Sarpanches and Secretaries of Gram Panchayats, Chief Executive Officers of Janpad Panchayats, police officials, representatives of urban local bodies and officials associated with the National Highway.
The Collector said active participation of Gram Panchayats, along with the administration, police and National Highway teams, was essential to prevent accidents caused by cattle roaming on roads.
He said a permanent solution to the problem could be achieved through the use of locally available resources and active participation of Gram Panchayats. He directed all Sarpanches and Secretaries to establish effective arrangements in their respective areas.
Arrangements for Cattle Herders
Collector Yadav instructed Gram Panchayats to use their available resources to arrange cattle herders, so that animals found roaming on national highways and major roads could be immediately moved to safe locations.
He directed that local tax collections and other available resources be utilised as per rules for this purpose.
The Collector said the arrangements would be regularly monitored for the next three months.
He also said Panchayats that perform better in the areas of animal management and road safety would be encouraged. Panchayats demonstrating excellent work would receive incentives for development works, while Sarpanches who perform well would also be honoured.
Activate Cattle Shelters and Develop Safe Spaces
The Collector emphasised the need to activate cattle shelters of Gram Panchayats, stating that their objective should include both animal protection and prevention of human-animal conflicts.
He directed the CEOs of Janpad Panchayats to obtain proposals from Gram Panchayats and ensure the provision of essential sheds, fencing, fodder and water at cattle shelters.

He also instructed officials to identify available government land around roads and develop safe cattle shelters wherever required.
During the meeting, information was sought regarding the capacity of Gauthans available in different Panchayats and the measures being taken to accommodate additional animals.
Better Coordination Among Highway Teams, Police and Panchayats
Collector Yadav directed officials to establish better coordination among National Highway patrolling teams, police and Gram Panchayats.
He said information about cattle found on roads should immediately reach the concerned teams so that timely action could be taken.
For this purpose, directions were issued to connect Sarpanches, Secretaries, cattle herders, Janpad Panchayats and National Highway teams through a coordinated information group.
The Collector also called for effective night patrolling and better utilisation of available resources such as lighting and CCTV cameras in accident-prone areas.
CEO, Zila Panchayat, Durga Prasad Adhikari, Additional Collector C.L. Markandey, Additional Superintendent of Police, Traffic Police officials, CEOs of Janpad Panchayats, Sarpanches, Secretaries and officials from concerned departments were present at the meeting.
