Rajnandgaon Medical College Refutes Media Report on POCSO Case Handling

Gynaecology department clarifies that medical examination and report were conducted as per protocol; denies claims of negligence

The Government Medical College, Rajnandgaon, has issued a clarification refuting a news report titled “Humanity Shamed…” published in a local daily, stating that the handling of a minor POCSO (Protection of Children from Sexual Offences) case was in full compliance with established medical and legal protocols.

According to information from the college’s Department of Gynaecology, the procedure for such cases is similar to how FIRs are filed — always at the police station nearest to the incident. Likewise, the medical examination report for POCSO or rape cases is prepared by the Medical Officer or gynaecologist at the nearest Primary Health Centre (PHC), Community Health Centre (CHC), or district hospital. This protocol has been in place in Rajnandgaon since before the medical college was established and is also followed in Durg, Ambikapur, Raigarh, Kanker, Mahasamund, and Raipur.

In the present case, the survivor was brought to the obstetrics and gynaecology triage room of the medical college by police officials without a prior FIR. As the survivor did not require tertiary-level treatment, she was referred to the district hospital for POCSO examination and report preparation in accordance with the rules. The college emphasized that it is primarily an academic institution providing tertiary care, including surgery or intensive care, only when necessary.

The gynaecology department further denied allegations that the survivor was left in pain without treatment. Records show that on the morning of August 8, 2025, both gynaecology and paediatrics specialists examined her in the OPD and prescribed necessary medicines and vitamins. However, the prescription slip was reportedly returned by the survivor’s family, stating that the medicines were not needed. Both the referral note and OPD records remain available in the department.

The college reiterated that POCSO reports, as well as initial medical certificates under Section 376 of the IPC, are prepared exclusively by state health department-appointed Medical Officers, not by tertiary medical teaching institutions, unless advanced treatment is required.
