Raipur witnessed a significant administrative transition today as senior IPS officer Sanjeev Shukla (2004 batch) formally took charge as the first Police Commissioner of Raipur, following the implementation of the Police Commissionerate system in the state capital.
The assumption of charge marks a structural shift in the policing framework of Raipur, a city that has seen rapid expansion in population, traffic, and urban challenges over the past decade.
First Interaction Sets the ToneShortly after assuming charge, Commissioner Shukla held an introductory meeting with senior and subordinate officers, where the focus remained on internal coordination rather than ceremony. Officers from various ranks, including Additional Commissioners, DCPs, ACPs, and police station in-charges, were present.
Those who attended the meeting said the Commissioner spoke in clear and measured terms, stressing that the commissionerate system leaves little scope for delay or procedural ambiguity. He underlined that field-level responsibility has increased, and accountability will be fixed at every stage.
Emphasis on Ground PolicingAccording to officials present, Commissioner Shukla highlighted the need for visible policing, particularly in crowded areas, commercial hubs, and at night. Special attention was drawn towards crime prevention, women’s safety, and immediate response to complaints.

Rather than issuing broad directives, he reportedly asked officers to identify weak areas within their jurisdictions and address them with local-level planning.
Administrative Powers, Faster DecisionsWith Raipur now under the commissionerate system, law-and-order decisions that earlier required coordination with multiple administrative layers will now be handled directly within the police setup. Senior officers believe this will help in quicker preventive action during sensitive situations.
Experience Over ExperimentSources indicate that the posting of a 2004-batch officer as the first Police Commissioner was a conscious decision to ensure experienced handling during the initial phase of the new system. Commissioner Shukla’s past administrative and field exposure is expected to help streamline the transition.
