Review Meeting Focuses on New Financial Year Action Plan, Budget Utilization and Aadhaar-Based Attendance Monitoring

A review meeting of the Tribal Development Department was held today under the chairmanship of Principal Secretary Sonmani Bora at the conference hall of the Tribal Research and Training Institute, Nava Raipur. The meeting reviewed the income and expenditure of the previous financial year along with the action plan and new expenditure proposals for the upcoming financial year.

Review of Budget Utilization and Future Planning

Officials informed during the meeting that the department utilized 68 percent of its allocated budget during the financial year 2025–26. Principal Secretary Bora emphasized that funds allocated by the government must directly benefit the intended beneficiaries through effective implementation of schemes.

He directed all concerned officers to prepare detailed work plans from the beginning of the financial year and ensure timely execution through better coordination among departments. A target of achieving 80 percent expenditure utilization for the financial year 2026–27 was set during the meeting.

He stated that under the leadership of Chief Minister Vishnu Deo Sai and the guidance of Minister Ramvichar Netam, the department is progressing steadily. Due to successful implementation of departmental schemes, the Government of India sanctioned significant financial assistance during FY 2025–26, including ₹732 crore under the Dharti Aaba Tribal Village Utkarsh Abhiyan, ₹915 crore for 21 Eklavya Model Residential Schools, and ₹170 crore under Article 275(1). These funds are expected to accelerate development initiatives across Chhattisgarh over the next two years.


Multi-Department Financial Review

The meeting also reviewed financial performance under FY 2025–26 of several departments and institutions, including the Tribal Research and Training Institute, Scheduled Caste Development Department, Backward Class and Minority Welfare Department, and the Chhattisgarh State Antyavasayi Cooperative Finance and Development Corporation.

Senior officials, including Joint Secretary B.K. Rajput, Anupam Trivedi, Financial Controller Lazarus Minj, Additional Director Sanjay Gaur, R.S. Bhoi, Deputy Commissioners Gayatri Netam, Pragyan Seth, L.R. Kurren, Vishwanath Reddy, Menaka Chandrakar, Executive Engineer Trideep Chakraborty, and other departmental officers were present in the meeting.


Emphasis on Aadhaar-Based Attendance System

Principal Secretary Bora reviewed the Aadhaar-based facial attendance system and appreciated officers and staff who secured top attendance records. He warned that disciplinary action would be taken against employees failing to report to duty on time.


Strengthening Transparency Through E-Office System

Reviewing the implementation of the e-Office system, Bora stated that digital file management has enhanced transparency, efficiency, and administrative discipline. He instructed officers to present files in the e-Office system only after ensuring compliance with all applicable rules and providing clear recommendations, enabling faster and informed decision-making.


Review of Development Works and Proposals

The meeting included a detailed review of unverified new expenditure proposals for FY 2025–26 and 2026–27 and the progress of ongoing development projects. Bora directed that standards be fixed for materials procured by the department and reviewed district-wise status of daily wage employees along with fund allocation and expenditure.

He also sought updates on building construction works and projects under the Prime Minister Janman Scheme and Dharti Aaba Scheme. Additionally, instructions were issued to prepare future financial plans based on income and expenditure generated from the Chhattisgarh Tribal Museum and Shaheed Veer Narayan Singh Museum.
