Under the Good Governance initiative of the Chhattisgarh Government, the Maoist Surrender, Victim Relief and Rehabilitation Policy-2025 is providing a new beginning to former extremists who choose to abandon violence and return to mainstream society. By offering financial assistance of up to ₹5 lakh, skill development opportunities, and dignified rehabilitation support, the state government is working toward realizing the vision of a Naxal-free Bastar.
A significant example of this transformation is seen in the life of Mr. Pawan Kumar of Chingnar village under Suder Panchayat in Farasgaon block of Kondagaon district, who has received a permanent house under the rehabilitation policy, bringing positive change to his life.
A Region Once Affected by Fear and Violence
Chingnar Gram Panchayat, located about 45 kilometers from the Farasgaon block headquarters in Kondagaon district, was once deeply affected by Maoist influence, creating an atmosphere of fear and insecurity. Today, the state government’s rehabilitation efforts are gradually replacing conflict with peace and development.

Pawan Kumar, a resident of this village, was previously associated with a Maoist organization. During that period, his life remained uncertain and filled with hardships. His family lived near the forest in a hut and a dilapidated mud house, lacking basic facilities and any sense of security for the future.
Decision to Return to the Mainstream
Over time, Pawan Kumar realized that the path of violence leads only to destruction. Inspired by the government’s surrender and rehabilitation policy, he took the courageous decision to sever ties with the Maoist organization and rejoin mainstream society. This decision proved to be the most significant turning point in his life.
Permanent Housing Under Special Rehabilitation Project
Following his surrender, the district administration approved a house for him under the Special Housing Project (Surrendered Family Category) of the Pradhan Mantri Awas Yojana–Gramin during the financial year 2024-25.
Financial assistance was provided in phases — ₹40,000 as the first installment, ₹55,000 as the second installment, and ₹25,000 as the final installment. Additionally, he received 90 days of wage employment under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA).
With proper utilization of these funds and government support, Pawan Kumar successfully completed construction of his permanent house within the stipulated timeframe. The house stands not merely as a shelter but as a strong foundation for his renewed life. His family now lives in a safe environment with renewed confidence about the future.

Access to Basic Amenities and Improved Living Standards
Apart from housing assistance, the government also ensured access to essential facilities including electricity connection, cooking gas, toilet, and tap water supply. These basic amenities have significantly improved his standard of living and enabled him to lead a dignified life.
Today, Pawan Kumar lives peacefully and securely with his family, looking toward a better future with renewed hope. Expressing gratitude for the initiative, he thanked both the Prime Minister and the Chief Minister for helping him rebuild his life.
