The greatest strength of any democratic system lies in the trust of its people. Governments formulate policies, present budgets, and announce development initiatives, but their true success is measured only when these benefits reach ordinary citizens and create visible positive change in their lives. In Chhattisgarh, the innovative initiative ‘Sushasan Tihar’ has emerged as a significant step toward realizing this vision.
Running from May 1 to June 10, the 40-day statewide campaign aims to bring governance directly to the people. Administrative officials are visiting villages and urban wards, listening to public grievances, and ensuring on-the-spot resolution of issues. Unlike routine inspections, the initiative focuses on meaningful dialogue, participation, and practical solutions.
Governance at the Grassroots Level
The campaign represents a shift from office-based administration to field-level governance. Officials are interacting directly with citizens, understanding local challenges, and addressing them through coordinated administrative action.
This approach strengthens transparency and accountability while fostering confidence among citizens that their concerns are being heard and addressed promptly.
Leadership Through Direct Engagement
The active participation of Chief Minister Vishnu Deo Sai has added momentum and credibility to the initiative. His visits to different regions and direct interaction with citizens reflect a leadership model that goes beyond policy formulation to ensure effective implementation on the ground.

Despite extreme summer conditions and challenging circumstances, the Chief Minister’s continuous engagement has also served as motivation for administrative machinery across the state.
Building a Transparent and Responsive Administration
The core objective of Sushasan Tihar is to make governance more transparent, accountable, and citizen-centric. When officials step into villages and communities, they gain a realistic understanding of public needs while strengthening emotional and institutional trust between citizens and the government.
The Chief Minister has instructed officers to work with the spirit of “Listen to the people, not lecture them.” He emphasized that the conduct of administrative officers shapes the public image of governance. Citizens visiting government offices should feel respected and assured that their concerns are treated seriously.
Solution Camps Strengthen Public Participation
A major component of the campaign is the organization of solution camps at the panchayat and ward levels. These camps collect applications from citizens and ensure quick redressal of grievances.
The active participation of elected representatives has further enhanced coordination between governance institutions and local communities, creating a collaborative framework for development.
Long-Term Impact and Democratic Strengthening
While the campaign has generated immediate public response, its real success will depend on long-term continuity and institutional reforms inspired by its outcomes. The experiences gained during Sushasan Tihar are expected to contribute toward permanent improvements in administrative systems.
More than just an administrative drive, Sushasan Tihar symbolizes an evolving democratic culture where governance is rooted in dialogue, trust, and sensitivity. It demonstrates that when governments remain connected with citizens, development becomes not only stronger but also more inclusive and sustainable.
