Civic Body Removes 310 Unauthorized Advertisements; Fines Imposed on Plastic Use as Questions Rise Over Cleanliness Management

The Municipal Corporation has launched a strict enforcement drive in the city targeting illegal advertisements, banned plastic usage, and sanitation management. While hundreds of unauthorized posters were removed and fines imposed for plastic use, serious concerns have simultaneously emerged regarding the effectiveness of the city’s cleanliness system.
Major Drive Against Illegal Advertisements
The municipal enforcement team conducted an extensive campaign across several key areas of the city — from Mahavir Chowk to R.K. Nagar Chowk, Maharana Pratap Chowk, Kamla College Road, Gaurav Path, and Raipur Naka to Ambedkar Chowk — removing 310 small and large posters, banners, and flex boards.
All advertisements had reportedly been installed without permission on electric poles, walls, and flyover pillars.
Municipal Commissioner Shri Atul Vishwakarma clarified that the action was carried out under the Chhattisgarh Advertisement Bye-Laws 2012 and the Municipal Corporation Act 1956. He warned that strict penal action would continue against individuals and organisations installing advertisements without official approval.
Action Against Single-Use Plastic
As part of the same enforcement initiative, the corporation’s health department team conducted inspections in the Jai Stambh Chowk area. Action was taken against 11 shops and street vendors, during which 2 kilograms of single-use plastic was seized and a total fine of ₹1,600 was collected.
Shopkeepers were also educated about the harmful effects of plastic usage and encouraged to adopt cloth bags as an environmentally friendly alternative.
Notices Issued Over Sanitation Lapses
The Municipal Corporation has also tightened monitoring of sanitation services. Two women self-help groups responsible for cleanliness work in contract wards were issued notices after sanitation operations reportedly stopped in certain areas.
The Commissioner has sought replies within 24 hours, warning that failure to provide satisfactory explanations could lead to contract termination and blacklisting.
Questions Raised Over Cleanliness Management
Despite these actions, serious questions are being raised regarding the overall sanitation system in the city. According to available information, the sanitation-related tender has remained pending or unclear for nearly one and a half years, even though work is officially stated to be ongoing.
At the local level, discussions suggest that sanitation work, officially linked to contractors and groups, may actually be managed by certain private individuals, raising concerns about accountability.
Demand for Transparency and Clear Accountability
The situation has triggered an important question — who is the actual responsible contractor managing city sanitation, and where does accountability lie?
Residents claim that despite municipal action, cleanliness conditions have not fully improved on the ground. With the upcoming Swachhata Survey approaching, citizens believe that transparency and clearly defined responsibility are essential to ensure effective urban sanitation management.
