Former MP and Rajnandgaon Municipal Corporation Mayor Madhusudan Yadav has written to the Rajnandgaon Superintendent of Police seeking an impartial, transparent and lawful investigation into the incident that occurred during an effigy-burning programme organised by the Congress.
In his letter, Mayor Yadav said that some Congress leaders were attempting to exert political pressure on the police administration to immediately register an FIR by describing the incident as “effigy theft”. He said that the law should operate on the basis of facts and evidence, and not under pressure from any political party or individual.
Drawing attention to the matter, Yadav questioned whether documentary and authenticated evidence had been presented regarding the actual ownership, possession and valuation of the effigy alleged to have been stolen before initiating an investigation.
He also questioned whether the essential legal elements of theft were prima facie present in the case. He said that merely making political allegations could not establish the commission of a crime.
The Mayor urged the police to hear both sides before taking any action and conduct an impartial investigation based on available video footage, statements of eyewitnesses and other evidence.
In his letter to the Superintendent of Police, Yadav also referred to the alleged use of indecent and objectionable language by a former Congress MLA during the protest. He said that such conduct was contrary to democratic values, political propriety and the standards of public conduct.

He said that if video footage and other evidence were available in this regard, that aspect should also be investigated equally and necessary legal action should be taken. “The law is equal for everyone, and no individual should receive protection on the basis of political identity,” he said.
Yadav alleged that the Congress displayed a “double standard” by speaking about democracy and freedom of expression while remaining silent when its own leaders allegedly used objectionable language during protests.
He termed such conduct unfortunate for democratic culture and alleged that the manner in which the Congress had allegedly attempted to create disorder and disturb law and order for political interests was condemnable.
Mayor Questions Congress’ Stand on CBI Probe into PSC Scam
Mayor Madhusudan Yadav also alleged that the Congress had never genuinely stood with the interests of students. He questioned why the Congress had opposed a CBI investigation into the alleged PSC scam during the tenure of the previous Bhupesh Baghel government in Chhattisgarh.
He asked why, when students were allegedly deprived of their rights and subjected to fraud in connection with the alleged buying and selling of PSC posts during the Congress government, the party had opposed a CBI investigation and why the CBI had been restricted in Chhattisgarh instead of allowing an impartial probe.
Yadav expressed confidence that the Rajnandgaon Police would uphold the traditions of impartiality, transparency and the rule of law and take fair action without being influenced by any political pressure.
He also said that the Bharatiya Janata Party believed in the rule of law and supported impartial and equal action against any person found guilty.
