Chhattisgarh Congress Leader Alleges Irregularities in Women & Child Development, Health, and Excise Departments; Claims Illegal Activities Being Protected

Rupesh Dubey, spokesperson of the Chhattisgarh Pradesh Congress Committee, has accused the state government of administrative failure and authoritarian functioning, alleging that corruption, irregularities, and illegal activities are being openly protected across multiple departments in Chhattisgarh, particularly in Rajnandgaon district.
In a detailed statement supported by what he described as documentary evidence, Dubey claimed that the administrative machinery has effectively ignored the vision of an “active collector” and allowed criminal activities to flourish. He termed the situation “shameful” and said that systemic failures were emboldening offenders.
The Congress leader alleged major irregularities in the Women and Child Development Department, particularly in the recruitment of an Anganwadi assistant. According to him, a candidate was appointed after manipulation of grade marks, despite being ineligible. He stated that a complaint had been filed prior to the appointment and that a probe committee constituted by the District Education Officer later confirmed discrepancies in the grading process. Despite this, Dubey alleged, the department proceeded with the appointment, causing financial irregularities and attempting to shield those responsible.
He further accused the Health Department of negligence in a case involving the alleged appointment of fake technicians. Dubey said that despite complaints supported by documents, authorities have failed to act, thereby putting public health at risk.
Raising concerns about the Excise Department, Dubey alleged that several premium and composite liquor shops in Rajnandgaon are operating in violation of rules. He claimed that many buildings housing these outlets lack valuation clearance from the Public Works Department, municipal permissions, and legally mandated rent fixation from the Rent Control Authority, which is compulsory for government-leased premises. According to him, these violations indicate administrative complicity and revenue irregularities.

Dubey also alleged selective enforcement in cases involving illegal paddy and mineral transportation. He claimed that while authorities often publicise seizures through photographs, no vehicles involved in illegal transport are actually confiscated, allegedly to protect influential individuals engaged in unlawful activities.
“The list of fraud and illegal operations across departments is long, and such protection is boosting the morale of criminals,” he said, adding that the government’s functioning is encouraging lawlessness instead of curbing it.
