Electronics, Semiconductors, Pharma, AI, Engineering and Green Steel Emerge as Key Pillars of the State’s New Industrial Strategy

Chhattisgarh, long identified with mineral resources and primary processing, is now seeking to reshape its industrial identity by moving beyond raw resources towards value-added and high-technology manufacturing.
Under the leadership of Chief Minister Vishnu Deo Sai, the state government’s industrial strategy is placing growing emphasis on sectors such as electronics, semiconductors, pharmaceuticals, engineering, auto components, defence equipment, artificial intelligence and green steel.
The foundation for this transition has been laid through the Chhattisgarh Industrial Development Policy 2024–30, which promotes better utilisation and value addition of local resources while encouraging investment in electronics, IT, AI, robotics, biotechnology, pharmaceuticals, defence and engineering.
The broader objective is to transform Chhattisgarh from a supplier of minerals into a hub for finished products and technology-driven industries.
Investment Proposals Worth Nearly ₹8 Lakh Crore
Investor interest in the state has increased significantly since the implementation of the industrial policy.
According to the state’s investment promotion portal, investment proposals worth nearly ₹8 lakh crore have been received over the past around 18 months. These proposals have the potential to generate more than 1.5 lakh employment opportunities.
A significant feature of these proposals is their growing association with specialised sectors beyond traditional mineral-based industries. AI, data centres, semiconductors, pharmaceuticals, textiles and agro-processing have emerged as important areas of proposed investment.
Investments related to AI and data centres in Nava Raipur, along with proposals worth more than ₹18,000 crore in the semiconductor sector, reflect the changing direction of the state’s industrial ambitions.
In the same direction, Electronics Manufacturing Cluster (EMC 2.0) has been approved in Rajnandgaon. The cluster is expected to attract investment of more than ₹3,000 crore and create around 9,000 direct and indirect employment opportunities.
From Steel to Green Steel
Chhattisgarh already has a strong foundation in steel production, but the state is now looking towards the next generation of manufacturing in this sector.
As efforts to reduce carbon emissions and promote green manufacturing gain importance across the country, green steel is emerging as a major opportunity for Chhattisgarh.
During the Chhattisgarh Green Steel Dialogue held last month, investment commitments of around ₹13,840 crore further highlighted the potential of the sector.
At the national level, schemes such as Production Linked Incentive programmes are also being implemented to promote the production of specialised steel.
Chhattisgarh can leverage its mineral resources, established steel industry and energy base to move towards manufacturing higher-value steel products.
Pharma and Electronics Open New Opportunities
Pharmaceuticals are also becoming an important component of the state’s evolving industrial landscape.
Over the past 18 months, the pharmaceutical sector has attracted investment proposals worth around ₹992.53 crore, while four projects involving ₹216 crore are currently at the implementation stage.
The electronics sector, meanwhile, is witnessing rapid expansion at the national level. Under the Centre’s Electronics Component Manufacturing Scheme, projects involving more than ₹69,000 crore in investment have already been approved across the country.
Initiatives such as EMC 2.0 in Chhattisgarh provide the state with an opportunity to become part of this expanding national electronics supply chain.
Moving from Resources to Finished Products
The industrial development strategy is not limited to large-scale industries in regions such as Bastar and Surguja.
There is also an emphasis on strengthening regional economies through industries based on forest produce, food processing and locally available resources. Such initiatives can create greater opportunities for employment and entrepreneurship at the local level.

To facilitate the conversion of investment proposals into projects on the ground, the government has strengthened the single-window system, SIPB and online approval mechanisms.
For projects involving investments of more than ₹100 crore, priority-based facilities and faster approval mechanisms have also been put in place.
A New Industrial Direction for Chhattisgarh
Chhattisgarh already possesses the core strengths of mineral resources, energy and an established industrial base. The state’s emerging objective is now to move beyond the extraction and primary processing of these resources and focus on the manufacturing of high-value products.
From electronics and semiconductors to green steel, pharmaceuticals and artificial intelligence, the growing investment interest across new-age sectors indicates a significant shift in the state’s industrial strategy.
The transition is aimed at building an industrial economy that derives greater value from its existing resources while creating space for technology-driven and high-value manufacturing.
