Farmers to Take to Streets in Rajnandgaon Today Over Paddy Procurement Issues

Kisan Swabhiman Rally to press 12-point charter of demands, protest delays in payments, alleged illegal deductions and flawed procurement process

Angered by alleged irregularities in the paddy procurement system, delayed payments and illegal deductions at procurement centres, the Pradesh Kisan Sangh (Chhattisgarh) will organise a Kisan Swabhiman Rally in Rajnandgaon on Monday. The farmers’ body has announced a major protest to highlight what it describes as continued neglect of farmers’ concerns by the administration.

According to the programme, a farmers’ assembly will be held at Jay Stambh Chowk at 12 noon, following which a rally will be taken out to the District Collectorate, where a memorandum outlining farmers’ demands will be submitted.

In a press statement, the Pradesh Kisan Sangh said that serious shortcomings have repeatedly surfaced in the existing paddy procurement policy and its implementation. Despite submitting memorandums on several occasions, neither the procurement process has improved nor have long-pending dues of farmers been cleared, the organisation alleged.

Photography and Biometrics Under Fire
The farmers’ body objected strongly to the practice of photographing farmers along with their vehicles at procurement centres, terming it humiliating and unnecessary. The union argued that when procurement is already being conducted through biometric systems, additional photography only undermines farmers’ dignity and should be stopped immediately.

Token System, Server Issues Add to Farmers’ Woes
Farmers are already facing difficulties due to the token system, the union said, adding that server-related problems after token issuance have worsened the situation. As a result, many farmers are reportedly forced to stay overnight at cooperative societies, leading to financial losses and mental distress.

Allegations of Open Illegal Collections
The Pradesh Kisan Sangh has levelled serious allegations of illegal collections at procurement centres, claiming that farmers are being charged ₹6 to ₹8 per sack illegally. Despite repeated complaints, such practices continue unabated, with the union alleging that lakhs of rupees are being illegally collected every week at each procurement centre.

Key Demands Raised by Farmers
The 12-point charter of demands includes:

  • Immediate stoppage of photography at procurement centres
  • Increase in daily procurement limits
  • Strict action to curb illegal collections
  • Removal of discrepancies in girdawari and registration
  • No deductions in new loans after loan repayment
  • One-time payment at ₹3,286 per quintal, including MSP benefits
  • Payment of the pending ₹117 differential amount
  • Release of the fourth instalment under the Rajiv Gandhi Nyay Yojana
  • No forced discouragement of summer paddy cultivation
  • Regulation of insurance companies, compensation and RBC 6-4 benefits
  • Avoiding arbitrary seizure of farmers’ paddy
  • Strict checks on black marketing of fertilisers during the procurement season

The Pradesh Kisan Sangh stated that these demands will once again be formally submitted to the administration. The organisation has appealed to farmers across the district to participate in large numbers in the Kisan Swabhiman Rally to strengthen the movement.
