Municipal Corporation Intensifies Revenue Recovery Drive Ahead of Financial Year-End

In a stringent move to ensure 100 percent revenue recovery before the close of the financial year, the Rajnandgaon Municipal Corporation has sealed 14 shops at the Haat Bazaar Commercial Complex for non-payment of outstanding premium amounts. The action comes as part of an intensified campaign to recover pending dues, including shop premiums, rental arrears, property tax, water charges, and consolidated taxes.
The civic body has been issuing notices to defaulters and initiating enforcement measures, including sealing of shops and disconnection of water supply for major tax defaulters who fail to clear their dues despite repeated reminders.
As part of the ongoing drive, 14 shops located on the first floor of the Haat Bazaar commercial complex were sealed on Wednesday due to non-payment of premium amounts. The Municipal Corporation has been closely monitoring revenue collection in the final month of the financial year to meet government-mandated targets.
Municipal Commissioner Atul Vishwakarma has been conducting daily reviews of the revenue department’s performance and has directed officials to take strict action against defaulters to ensure full recovery. Acting on his instructions, a team led by Revenue Officer Rajesh Tiwari initiated enforcement proceedings against major defaulters.
According to officials, a total of 20 shops each were constructed on the ground floor and first floor of the Haat Bazaar commercial complex and were allotted through a due auction process. Following the auction, shopkeepers were instructed to deposit the premium amount as per the terms of allotment.
While all 20 shopkeepers on the ground floor and six shopkeepers on the first floor deposited their premium amounts with the municipal treasury, 14 shopkeepers on the first floor failed to do so despite receiving repeated notices. The total outstanding premium amount from these 14 defaulters stood at ₹37,12,711.
Consequently, the Municipal Corporation sealed the 14 shops by placing locks on the premises. During the enforcement action, one shopkeeper cleared the entire pending premium amount of ₹2,02,220 by cheque on the spot, following which the seal on his shop was removed.

Revenue Officer Rajesh Tiwari stated that the auction process had been conducted in accordance with prescribed procedures and shopkeepers were duly informed to deposit the premium amount. “Despite repeated notices, the 14 shopkeepers did not deposit the pending amount, compelling the Corporation to take sealing action under the instructions of the Commissioner,” he said.
Commissioner Atul Vishwakarma emphasized that achieving 100 percent revenue recovery against government-set targets is mandatory. He appealed to taxpayers and shopkeepers to clear their pending dues on time to avoid penalties and strict action.
The Commissioner further warned that continued non-compliance may lead to sealing of shops, disconnection of water supply for major property tax, water tax and consolidated tax defaulters, and attachment proceedings where necessary.
The Municipal Corporation has urged all taxpayers to deposit their outstanding taxes and rental amounts promptly to avoid additional surcharge and coercive action.
