Over ₹8 lakh crore investment proposals received; labour housing and e-rickshaw assistance increased to ₹1.5 lakh

The Chhattisgarh Legislative Assembly has approved grant demands worth over ₹1,823.87 crore for the departments headed by Commerce & Industry and Labour Minister Lakhan Lal Dewangan for the financial year 2026–27.
The approved amount includes ₹1,567.86 crore for the Commerce and Industry Department and ₹256 crore for the Labour Department. The minister stated that under the leadership of Chief Minister Vishnu Deo Sai, the state has implemented a new industrial policy, which is already showing encouraging results.
Over ₹8 Lakh Crore Investment Proposals Received
Speaking in the Assembly, Dewangan said the state has so far received investment proposals worth more than ₹8 lakh crore across multiple sectors, including steel, power, semiconductors, textiles, IT, BPO and clean energy.
The government has issued “Invitation to Invest” to more than 140 investors, reflecting growing confidence in the state’s industrial ecosystem.
In the last year alone, 951 new industries were established, attracting investments of more than ₹8,000 crore and generating approximately 45,000 jobs since the new government took office.
Transparent Land Allocation Through E-Tendering
To ensure transparency and competitiveness, the state government has introduced e-tendering for the allotment of industrial land in industrial areas. According to the minister, this move has increased government revenue by over 20 percent.
The government is also developing 23 new industrial areas and parks from Bastar to Sarguja, including four flatted factory complexes, aimed at accelerating industrial growth across the state.
To encourage industrial infrastructure development on private land, the government has also introduced a 50 percent subsidy on infrastructure costs under the industrial development policy.
Additionally, the state has allocated ₹100 crore for the Start-up Mission to promote innovation and entrepreneurship.
Support for Working Women in Industry
To increase women’s participation in the industrial workforce, two working women’s hostels are under construction in Bilaspur district, with ₹20 crore allocated in the budget for the project.
Welfare Measures for Workers
The Labour Minister said the government has allocated ₹128 crore in the 2026–27 budget for welfare schemes under the Chhattisgarh Unorganised Workers Social Security Board, covering 56 categories of unorganised workers.
The state has 32.58 lakh registered construction workers, and 31 welfare schemes are currently being implemented for their benefit. In 2025 alone, more than ₹387 crore was spent on welfare initiatives for construction workers and their families.

Increased Financial Assistance for Workers
The government has increased financial assistance under several labour welfare schemes:
- Labour housing assistance increased from ₹1 lakh to ₹1.5 lakh per unit.
- E-rickshaw financial assistance increased from ₹1 lakh to ₹1.5 lakh.
Education Support for Workers’ Children
Under an innovative initiative, **96 children of labourers are currently studying free of cost in Class VI at premier institutions such as Delhi Public School, Rajkumar College and Kanger Valley Academy.
From next year, the government plans to expand the programme under the Atal Utkrisht Shiksha Yojana, enabling 200 children of labourers to gain admission to top schools across the state.
Industrial Safety and Online Services
For industrial health and safety, the government has allocated ₹10 crore in the 2026–27 budget. Several regulatory processes such as factory licence renewal, approval of building plans and on-site emergency plans are now being handled online.
An Industrial Hygiene Laboratory will also be established with a ₹5 crore budget provision.
Excise Revenue Growth
Dewangan said the Excise Department has achieved strong revenue growth. Against a target of ₹10,500 crore in 2024–25, the department generated ₹10,145 crore, which is 20.35 percent higher than the ₹8,430 crore collected in 2023–24.
For 2025–26, the state has set a revenue target of ₹12,000 crore, and by February 28, 2026, the department had already collected ₹9,660 crore, which is 80.5 percent of the target.
New Composite Office Building in Nava Raipur
The minister also announced plans to construct a composite office building for the Excise Department in Nava Raipur. The complex will house multiple institutions, including:
- Excise Headquarters
- Chhattisgarh State Marketing Corporation Limited
- Chhattisgarh State Beverage Corporation Limited
- State Flying Squad Office
- State Excise Training Institute
- Chemical Laboratory
- Hostel and training facilities for trainees
A budget provision of ₹15 crore has been made for the construction of the composite office building.
