Residents left confused and frustrated as bills soar unexpectedly; officials clarify it’s an advance security fund, not a penalty

Electricity consumers across Rajnandgaon have been left distressed this month after receiving bills that are nearly double — or in some cases, even higher — than their usual amounts. The sudden increase, attributed to an “Additional Security Deposit” (A.S.D.) included in the latest billing cycle, has caused widespread confusion and anger among local residents.
Households that typically consume between 200 and 600 units per month are now receiving inflated bills far exceeding expectations. Many consumers, unable to comprehend the sudden surge, have begun crowding local electricity offices seeking explanations and corrections. The issue has sparked protests and tense exchanges in some areas, with residents demanding an immediate review and rectification of the billing process.
Consumers voice frustration:
“Even though our electricity usage hasn’t changed, the bill has doubled. No one can explain why,” complained several residents waiting in queues outside power offices. The steep rise has hit middle-class and small consumers the hardest, many of whom are struggling to manage household budgets amid rising living costs.

Department’s clarification:
When contacted, Assistant Engineer Rohit Mandavi explained the rationale behind the sudden charge.
“This is not a penalty or fine. The ‘Additional Security Deposit’ is a standard requirement collected from all consumers. It’s based on the average consumption of the last 12 months — equivalent to an advance security amount for two months,” Mandavi said.
The department maintains that the measure is procedural and ensures financial security for future billing cycles. However, many residents argue that the lack of prior communication and sudden inclusion of the charge has left them blindsided and financially strained.
