PM Modi Begins Bihar Address with Prayer, Pays Tribute to Pahalgam Terror Victims

Prime Minister Narendra Modi, on a day-long visit to Bihar’s Madhubani district, inaugurated and laid the foundation stone for development projects worth over ₹13,480 crore. Addressing a large public gathering during the National Panchayati Raj Day celebrations, PM Modi lauded Bihar’s contribution to grassroots democracy and sent out a clear and powerful message to the terrorists responsible for the Pahalgam attack.

Beginning his speech with a moment of silence, PM Modi paid heartfelt tributes to those who lost their lives in the brutal terror attack in Jammu and Kashmir’s Pahalgam on April 22. “The entire nation is grieving and stands in solidarity with the families of the victims,” he said. “Those responsible will be punished in a way they can’t even imagine.”

He described the attack as a direct assault on the soul of India and assured the nation that justice would be swift and unrelenting. “This government will not rest until every conspirator and terrorist involved faces the consequences,” he added.

Developmental Push in Bihar
Highlighting Bihar’s role in strengthening democracy, PM Modi praised the state for being the first to offer 50% reservation to women in Panchayati Raj institutions. “This is real social participation, and it strengthens our democracy,” he said, applauding Chief Minister Nitish Kumar for the progressive steps.

The Prime Minister announced financial support of ₹1,000 crore for women’s self-help groups—referred to as Jeevika Didis—and emphasized the government’s efforts to uplift rural livelihoods. “This decade has seen transformative changes in rural infrastructure—roads, homes, gas connections, clean water, and more,” he said, noting that over 57 lakh houses had been built under PMAY in Bihar alone.

PM Modi also highlighted healthcare advancements in the state, announcing the establishment of over 10,000 Ayushman Arogya Mandirs and 800 Jan Aushadhi Kendras in Bihar. “From medical colleges in Darbhanga and Jhanjharpur to metro rail projects in Patna, Bihar is witnessing rapid progress,” he declared.

Digital Empowerment of Panchayats
He further spoke of digitization in rural governance, revealing that more than five lakh Common Service Centres (CSCs) and 30,000 new Panchayat Bhawans have been established. The digitization of land records has significantly reduced land disputes, a common issue in rural areas.

CM Nitish Kumar’s Address
Chief Minister Nitish Kumar, sharing the dais with PM Modi, expressed gratitude for the Centre’s continuous support. He reiterated his government’s commitment to development and praised the PM’s efforts in ensuring Bihar’s growth. Commenting on the Pahalgam attack, Kumar said, “This was a cowardly act, and the whole nation stands united against terrorism.”

Nitish Kumar also lauded initiatives like Khelo India Youth Games being awarded to Bihar, calling it a matter of pride for the state. He recalled that it has been two decades since his government began reforming local governance in Bihar.
