District-Level Coordination Committee Formed for Implementation of Birth and Death Registration Scheme

Panel headed by Collector Jitendra Yadav to ensure effective execution of amended registration laws and resolve administrative bottlenecks

The state government has constituted a district-level interdepartmental coordination committee to ensure the effective implementation of the Birth and Death Registration Scheme under the provisions of the Registration of Births and Deaths Act, 1969 (amended 2023) and the Chhattisgarh Registration Rules, 2026. The initiative aims to remove operational hurdles at various levels and provide guidance to implementing agencies.

The committee will be chaired by District Collector Jitendra Yadav in Rajnandgaon. Members include the Chief Executive Officer of the District Panchayat, Civil Surgeon of the District Hospital, Chief Medical and Health Officer, Deputy Director of Panchayat Department, Deputy Director of Public Relations, District Women and Child Development Officer, Sub-Divisional Officer (Revenue), and Local Registrar (Birth and Death) from urban bodies. The District Registrar (Birth and Death) and Deputy Director of District Planning and Statistics have been appointed as Member Secretary.

Historical Changes in Registration System

Officials stated that until December 31, 2007, the registration of births and deaths in rural areas was handled by local police stations, while urban local bodies managed registration from their respective dates of establishment. However, the state government revised the system, and since January 1, 2008, Gram Panchayats have been responsible for registering births and deaths in rural areas, while urban local bodies continue to perform this function in municipal regions.

Since 2014, all government health institutions in the district — including Community Health Centres (CHCs), Primary Health Centres (PHCs), and Sub-Health Centres — have been registering births and deaths occurring within their facilities to strengthen institutional reporting and data accuracy.

Authorities emphasized that the newly formed committee will play a crucial role in improving coordination among departments, ensuring timely registration, and enhancing the reliability of vital statistics used for governance and planning.
